NRC’s Emergency Response Section (ERS) leads the organisation’s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments. Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations. The ERS’ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRC’s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.”

The position will play a crucial role for ensuring that the HR set-up is according to NRC’s standards and procedures, and to support programme/project implementation in a start-up.

The purpose of the HR Manager position in a Country Office, is to have responsibility for ensuring that the HR system is according to NRC’s standards, and to support programme/project implementation.

Generic responsibilities

The HR Manager is overall responsible for:

Implement NRC’s HR and admin systems and procedures Ensure that country set up adhere to Employment standards, HR policy and other NRC policies Ensure compliance with the local labour law Training, support, control, and development of HR teams Support and train all staff with HR responsibilities/personnel management Management of the HR team Provide regular HR analysis and reports Ensure safe and standardized filing of personnel documents in all offices Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of intervention.

Generic professional competencies:

Minimum 5 years of experience from working as a senior HR Manager in a humanitarian/recovery context Advanced knowledge and expertise in HR Experience from working in complex and volatile contexts Documented results related to the position’s responsibilities Knowledge about own leadership skills/profile Fluency in English and French, both written and verbal Valid driver’s license second language (preferably French, but Spanish or Arabic could be considered; Emergency response experience
