Position Summary

Based at Columbia University with operations in more than 30 countries, ICAP is a leader in global public health, internationally known for tackling the world’s toughest health challenges—from HIV to tuberculosis, from malaria to maternal and child health, and the growing problem of non-communicable diseases, and most recently, the COVID-19 pandemic.

As a highly valued member of the Global HR team, the Global Payroll and Benefits Officer will report to the Director, Human Resources and work collaboratively with colleagues across ICAP to prepare bi-weekly and monthly payroll as well as allowance payments and reimbursements as well as review monthly country office payrolls. The incumbent will ensure compliance with ICAP and University policies both in NY and in-country as well as with local labor law requirements and prevailing employment practices.

Responsibilities

New York 40%

  • Review timesheets of employees and casual workers for completeness, accuracy and compliance with ICAP and University policies
  • Ensure that overtime calculations are done correctly and provide feedback to the employee and supervisors on corrections as needed
  • Process payroll on a biweekly basis and submit copies of all timesheets to MSPH HR
  • Provide training to employees, casual workers and their supervisors on timesheet and payroll policies and procedures
  • Prepare monthly allowance payments and benefits reimbursements and payments for eligible country office based employees
  • Respond to inquiries and resolve any global insurance benefits related matters
  • Research benefits offerings to support the development of competitive and comprehensive benefits packages
  • Process one time salary payments including additional compensation and end of year bonuses
  • Process, manage and follow up with appropriate stakeholders on all HR and Payroll system transactions including submission of personnel action forms, new hire document entry, salary adjustments, and end of employment processes
  • Complete over payment recovery or stop payment requests as needed
  • Ensure that new hires are informed of option to enroll in University benefits plans

Minimum Qualifications

  • A Bachelor’s Degree or equivalent in education and experience is required for this position
  • 3 years of experience in the preparation of payroll is required for this position, preferably for an international non-profit/non-governmental organization
  • 1+ year of demonstrated experience working/interacting with a global payroll system, addressing complex, multi-country payrolls and generating payroll reports is required for this position
  • An excellent working knowledge of Outlook, Word, Excel and PowerPoint is required for this position
  • Ability to understand the complexities of the multiple country payrolls
  • Exhibit a high level of attention to detail
  • Ability to manage competing demands in a timely manner
  • Develop a clear understanding of payroll processes and their application

Preferred Qualifications

  • Payroll certification or certification in global payroll management or global operations is preferred
