Position Summary
Based at Columbia University with operations in more than 30 countries, ICAP is a leader in global public health, internationally known for tackling the world’s toughest health challenges—from HIV to tuberculosis, from malaria to maternal and child health, and the growing problem of non-communicable diseases, and most recently, the COVID-19 pandemic.
As a highly valued member of the Global HR team, the Global Payroll and Benefits Officer will report to the Director, Human Resources and work collaboratively with colleagues across ICAP to prepare bi-weekly and monthly payroll as well as allowance payments and reimbursements as well as review monthly country office payrolls. The incumbent will ensure compliance with ICAP and University policies both in NY and in-country as well as with local labor law requirements and prevailing employment practices.

Verify accuracy of information provided on the monthly payroll files prepared by the country office teams including new hires, end of employment dues, allowances, bonuses for each employee to ensure that employees are paid correctly and in a timely manner, etc.
Reconcile Country Office Monthly Payroll files as calculated by global payroll vendor reviewing for accuracy in Base Pay, Allowances, Taxation and other Deductions
Interfaces with ICAP Cash Management and Operations to verify Payroll expenses match global payroll vendor provided reports prior to posting to Country Office ledger, ensuring no variance
Develop in-depth knowledge of allowances policies, country office local hire manuals and ICAP Standard Operating Procedures
Communicate with country office-based HR and Finance teams to resolve employee payroll issues
Liaise with global payroll and benefits vendors to resolve HR related matters and to gather information as needed
Act as a super user of the global payroll system to create reports and respond to ad-hoc payroll data requests
Escalate issues and seek advice when faced with complex issues/problems
Provide training on payroll processes and system to new hires
Acts as an advisor on routine inquiries where the answer is defined by a clear precedent or established procedures
Apply understanding of assigned business processes to identify gaps and propose continuous improvement measures
Suggest appropriate corrective action to Senior Management for payroll issues as well as options for future controls
Provided updated list of users of payroll system to global payroll provider
Propose process improvement ideas which can reduce time, improved accuracy or enhance controls.
Support HR Director in completing salary surveys
Identify trends and share recommendations for improvement within the team
Complete other relevant duties as assigned 5%
