Context

The Global Lead, Hard-to-Reach and Humanitarian Access is part of the Programme Strategy and Innovation Unit (PSIU) in the Global Programme Section (GPS) and managed by the Global Programme Strategy and Innovation Director. The PSIU is focused on the identification and development of new programming approaches in line with NRC’s Global Strategy. The unit has accountability for leading NRC’s efforts to deliver on development areas. Applying innovative approaches to programme development, including providing evidence on what works in support of the continuous improvement of NRC’s programme activities. In addition, the unit provides a significant contribution to the identification of emerging and future NRC programme development priorities.

The PSIU is looking to hire a Global Leads who will be part of a technical matrix structure working collaboratively with colleagues in both the technical and operational management structures at all levels - Head Office (HO), Regional Office (RO), and Country Office (CO). The Lead will ensure the maximisation of organisational capacity to successfully develop and advance the development areas.

  What you will do

You will be accountable for leading the strategic development of programme development of Humanitarian Access in hard-to-reach locations. This includes setting direction for the implementation of the development area, piloting, evaluating and coordinating the sharing of knowledge and expertise within NRC - at all levels in relation to the development area - in addition to managing associated resources and generating funding.

Some of your day-to-day tasks will include:

Provide technical leadership on humanitarian access and negotiations Ensure effective strategic programming support and guidance for NRC’s portfolio, aligning and integrating with other programming efforts, including protection, innovation/digital, NRC’s core competencies and the Emergency Response Section. Promote and share ideas for technical improvement in the field of humanitarian access and Negotiations. Work with Global Roving Access Advisers, Regional Access Advisers and country office access focal points to ensure alignment on initiatives and approaches. Manage, maintain and grow the humanitarian access community of practice including identification of learning opportunities. Provide technical support and contribute to the direction of NRC’s policy work on humanitarian access and hard-to-reach. In coordination with the head of the Policy Unit, contribute to the development of relevant policies, internal and external briefings, and position papers on humanitarian access and work in hard-to-reach areas. Represent NRC in global and strategic fora, including the Global Access Working Group, and the Inter-Agency Standing Committee task force on bureaucratic and administrative impediments. Lead and coordinated the implementation of NRC’s 2022-2025 Strategic Objective S06 on Hard-to-Reach and Humanitarian Access: Develop annual work plans to support progress towards the strategic objective. Ensure alignment and engagement of the strategic objective with wider NRC strategic processes and tools. Coordinate reporting on progress against the approved milestones to senior management. Monitoring and coordination of resourcing requirements, including efforts to ensure the strategic sub-objective is sufficiently funded and staffed. Build and adapt roadmap and strategy based on learnings, yearly workplans and budgets. Report against annual and trimestral targets to NRC’s Senior Management Group.

What you will bring

Minimum 8 years of relevant leadership/management/adviser experience within the humanitarian field. Extensive experience in programming in complex and volatile contexts.
