We are now seeking candidates for Global Lead Evidence and Learning for Programme Innovation.  This is a new position to support senior programme managers and NRC’s senior management to make evidence-based decisions about the direction of new and emerging programme areas. 

This position is situated within NRC’s global M&E unit, which is based in the Global Programme Section at head office, Oslo. The Global Lead for Evidence and Learning is accountable for developing NRC’s global approach to evidence generation for global programme innovations and developments. They are responsible for ensuring NRC has an approach in place so that strategic programme development and innovation areas are independently and objectively monitored, evaluated (and researched when relevant) to strengthen organisational decision making. They are responsible for presenting independent and robust evidence to NRC’s Field Operations Management team (global leads and directors) and NRC’s Senior Management Group, so that they have the information required for decision making on strategic programme development areas: to scale, adjust or stop pilot programme areas. They will lead a small but growing team of staff responsible for implementing the methodologies for various programme development areas. This team will provide support to global programme staff to ensure they can develop and implement the methodologies and approaches and roll this out across the organisation. 

Responsibilities: 

Strategic leader for ensuring the organisation can make evidence-based decisions on prioritised global strategic programme developments and innovations 

The Global Lead for Evidence and Learning is accountable for developing the vision of NRC’s global approach to evidence generation for strategic global programme innovations and developments.  

Responsible for ensuring NRC has an approach in place so that strategic programme development and innovation areas are independently and objectively monitored, evaluated and researched. This includes organisational approach, minimum standards and oversight so that it is able to properly test and learn from new or evolving programme ideas, innovations and developments, in line with NRC’s M&E framework, policy and minimum standards. Requires innovative thinking around M&E approaches and methodologies. 

Drive NRC’s strategic development by identifying strategic learning points, based on evidence – including monitoring, evaluation and research – and ensuring these are provided independently to senior management (GPS, FO and SMG) for timely decision making: to scale, adjust or stop pilot programme areas. This includes evidence reports for the prioritised strategic areas, based on research, in-depth analysis of qualitative and quantitative data.  

Responsible for working with senior management to ensure clear articulation of the strategic decision making questions and evidence needs to answer those questions at the idea/ concept and start up phase of global developments and innovations.  

Lead and grow a team of staff responsible for developing and implementing the methodologies for various programme development areas (includes supporting global leads in fundraising for additional resources for M&E in these areas)  

Ensures all identified strategic programme developments and innovation areas have global evidence and learning plans to ensure NRC can understand works, including the effectiveness, relevance and impact of its response 

Accountable for establishing the monitoring of compliance on minimum standards for prioritised areas 

Contribute to development of global strategy and programme policy and related governing documents to reflect evidence-based research. 

Within the two-year period also work with the innovation fund lead to identify Monitoring, Evaluation and Research and Learning needs for the fund – what is needed, minimum standards, guidelines and tools required, and work within Head of M&E and Head of FO strategy to resource potential developments 

Professional Competencies:  

High level of professional expertise on evaluations/research (management, methods), as well as monitoring and evaluation with a minimum of 10 years’ experience. 

Minimum 7 years of relevant professional experience within the humanitarian or development field 

Project management/ global co-ordination skills for strategic development projects 

Experience in drafting and ensuring implementation of policy/strategic guidance, and developing practical tools and resources 

Skills in advocacy and influencing senior managers 

Able to represent organisation at a strategic level 

Relevant experience of working as an adviser or manager at a senior level (global or regional) for a humanitarian organisation 

Experience from working in complex organisations, and ability to work independently in a result oriented, multi-cultural environment and manage conflicting priorities. 

Fluency in English, both written and verbal  

Context/Specific skills, knowledge and experience:  

Excellent qualitative and quantitative analysis skills. A formal qualification or study period in methods would be a plus 

Ability to digest, analyse and review large quantities of data for prolonged periods 

Extensive experience of project and programme evaluations 

Knowledge and understanding of NRC’s field operations, organisational strategy and policies
