Gender Justice programme is one of Oxfam Pakistan’s integral programme pillars for its new country strategy, besides the two other on Economic Justice & Governance and the Climate Justice and Resilience.

job purpose

The position will provide technical Gender support (hand on) for the implementation of Oxfam’s Ending Violence Against Women & Girls (EVAWG) through Edutainment project in Karachi, which focuses to actively engage with college and university students through Art and Edutainment to bring about a positive impactful, lasting and meaningful change in young people’s attitudes and behaviour towards VAWG.

The project will work on combating violence against women and girls through building an alternate discourse and narrative on addressing the widely accepted and harmful social norms that too often justify VAWG to ones that promote gender equality and non-violence. The project incorporates a participatory approach that encourages interactive dialogue through creative theatre performance at 20 selected universities and colleges of Karachi bringing about a positive behavioural change in support of norms that strengthen women and girls to make informed life decisions and choices and lead a life free from oppression and violence.

The position in advertisement will be based in Karachi involving extensive travel to other cities (including but not limited to Islamabad, Lahore and Balochistan) of Pakistan. The position is expected to provide technical backstopping and content expertise on the scripts, messages, and radio programs developed under the project with the perspective of gender empowerment inclusion. The position will lead the implementation of Anti-Harassment at work place policy along with establishing complaint redressal mechanisms at 20 colleges and universities. The specialist will work closely with Gender Justice Program Manager to achieve results on gender equality and women’s empowerment in support of global priorities on gender equality and women’s empowerment agenda of Oxfam Country Office Pakistan.

The position will represent and ensure effective implementation of EVAWG through Edutainment project, while contributing to overall Gender Justice program and country strategy through working in partnership with local stakeholders and Government bodies. Gender Specialist will work closely with other members of the team including but not limited to Gender Justice Program Manager, Project Coordinator, Project Officer, Finance Officer, MEAL Coordinator, Funding department and Communication Officer in Oxfam in Pakistan for the effective implementation of the project.

key responsibilities

· Provide support to Program Manager GJ/EYW to promote the vision, mission, and strategic goals of Oxfam Pakistan Programme, especially Gender Justice Programme.

· Using a rights-based approach to work, support PM to develop and implement gender responsive projects and develop concepts/proposals, strategies, approaches, operational plans and budgets of the gender justice program.

· Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis and appropriate recommendations related to Gender Justice programming, advocacy, policy, OGB/Partner accountability and Partnerships.

· Supported by the Programme Manager, coordinate the formulation, organisation and delivery of high-level lobbying and campaigning as part of the Gender Justice program.

· Ensure programme quality by developing systems for sharing learning from campaign and programmes through reviews, process documentation and impact assessment as per programme advocacy strategy.

· Work with Partners and stakeholders to advocate/strengthen/develop national/provincial/district level policies, procedures, relevant to women’s development and rights.

· Provide technical input in the development and finalization of script for interactive theatres in 20 universities.

· Participate in all 60-theatre performance and hold interactive sessions with students while providing them valuable information on gender issues in general and referral mechanism in specific.

· Based on the Q&A sessions in universities develop FAQs and train Universities staff and management to roll this out further in the universities on their own.

· Develop online and offline knowledge directory on pro-women legislations in Sindh and their referral mechanism and develop their IEC material

· Provide the core content and guide partner agencies to design messaging for wall murals, social media, radio messages etc. on gender empowerment

· Using the Workplace Anti -Harassment bill as guidance, facilitate development of an effective complaint redressal mechanism in 20 universities through conducting stakeholder workshops with faculty and students

· Guide development of communication material for information dissemination on Workplace Anti-Harassment bill

· Effectively coordinate with Government departments like Sindh Commission on the Status of Women, Ombudsperson, Women Development Department to ensure their buy-in and more conducive service provision to project beneficiaries.

· Support development and execution of a gender sensitization training package for capacity building of theatre company staff and selected students and faculty members of Universities/Colleges.

· Conduct Gender awareness sessions in communities adjacent to those colleges and universities.

· Gender sensitization training of the staff of Darulaman, protection centre, police, medico legal staff and lawyer in selected District of Sindh and Punjab.

In addition to the above outlined project-related tasks, Gender Specialist will provide technical support to core organizational processes such as:

· Ongoing development of the Gender Program Strategy

· Development of resource material on gender, including mainstreaming tools in humanitarian and long term development programs

· Guide Oxfam programs in undertaking gender audits

· Support Oxfam’s Gender Justice team in contextualization and localisation of Oxfam Feminist Principles

· Play a lead role in bringing in innovation, best practices and learning from the project back to Oxfam’s Gender Justice program
