DEPARTMENT PURPOSE: We work with Women’s rights organizations as partners and allies to address gender inequalities and ensure that women gain power over their lives to participate in and contribute to public life.

We work with Women’s rights organization to push for the achievement of full equality between women and men in all spheres of life. We do influencing work to cause improvement in legislation and policy area but also to a large extent, we work towards transforming gender and power relations, structures, norms and values which are critical in ending poverty and challenging inequality. We believe that women taking control and collective action are the most important drivers of sustained change and a key driver to ending poverty not only for women and girl but everyone

JOB PURPOSE: The Gender Justice and Women’s Rights Strategist will lead in the design of Gender Justice and Women’s Rights programme and implementation - piloting innovative programme approaches, building partnerships, coalitions and networks and supporting partners to develop organisational capacity building to deliver high quality women’s rights programmes. The Strategist will lead in supporting the integration of gender justice and inclusion across all programme thematic areas.

A key area of work will be to fundraise for the programme and to generate and manage knowledge resources through linkages with knowledge hubs and other institutions.

S/he will link with Oxfam campaigns, policy influencing and advocacy teams. As required by the programme design, the post holder will manage contracted programme or project staff.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Programme design, implementation, and resourcing 35%

· Provides thought leadership on the thematic area, staying up to date with the latest thinking, undertaking, and commissioning research and analysis and spending time to develop a comprehensive understanding of the theme how it contributes to poverty and Inequality in the country.

· Plays a leadership role in ensuring that gender justice and women’s rights are promoted and implemented in the country program, that gender analysis is applied to all programming in Kenya.

· Deliver an integrated Gender Justice and Women’s Rights programme with impact that contributes to the principle of one program by seeking synergy with the other thematic areas.

· Participates in the budget process by designing and effectively managing the Gender Justice and Women’s Rights programme budget.

· Working closely with the MEAL team to ensure adoption of feminist monitoring, evaluation, learning and accountability (MEAL) system and processes are in place.

Resource Mobilization and Contract Management 20%

· Working closely with the Funding team, and Oxfam colleagues to fundraise for the Gender Justice and Women’s Rights Programme through engaging donors and writing fundable proposals.

· Work with funding team to produce high quality report and on time.

· Ensure programmes in their portfolio are implemented in line with stipulated and agreed donor guidelines and requirements.

· Assesses and advises the country team on risks emerging from the programme.

Partnership and coalition building, networking, and support 20%

· Develop a comprehensive understanding of Oxfam’s feminist partnership approach, including working with coalitions and networks.

· Broker relationship and identify key partnerships with civil society organizations, the private sector, and governments to enhance Oxfam’s work under the Gender Justice and Women’s Rights Programme.

· Provide technical support to program partners for delivery of high-quality programming.

Research, knowledge generation, campaigns and policy influencing 15%

· Support the development of a joint advocacy strategy and plan with allies and implement Oxfam’s role in the plan.

· In partnership with Communication and Campaigns teams develop appropriate influencing materials.

· Develop policy briefs and publications for learning, influencing and advocacy.

· Share regular updates and publicize Gender Justice and Women’s rights programme.

· Ensure research and learning is disseminated and implemented for maximum impact.

Human resource management 10%

· Manage staff and consultants as required, in accordance with Oxfam policy and procedures.

  • Professional/Technical qualifications – Postgraduate in Gender and Development studies, Women studies, Development Studies, or related field.
  • At least 5 years’ experience in a similar programme role.

· A strong understanding of gender justice and women’s rights, development, and humanitarian issues and the political and economic context

· Progressive experience in designing and implementing development and humanitarian projects

  • Strong fundraising skills with good knowledge of and experience with donor funding environment **
  • Proven management experience at a strategic level
  • Strong project management skills, managing contracts, ensuring programme delivery, and overseeing programme and contract finances.
  • Experience in developing and influencing public policies
  • Exemplary skills in establishing and managing partnerships to advance gender justice and women’s rights
  • Ability to engage and influence both corporate, government and civil society organizations as appropriate on the ongoing Gender justice and Women’s rights work .
  • Ability to build a people’s movement around the program theme and inspire followership
  • Proven analytical and conceptual thinking and research**
