POSITION TITLE: Gender Equality and Social inclusion (GESI) Specialist

LOCATION: Monrovia, Liberia

UNIT: Agriculture, Resilience and Water Unit

REPORTS TO: Chief of Party

PROGRAM SUMMARY:

Winrock International (WI) is currently recruiting for the position of a GESI Specialist for an anticipated USAID-funded project that aims to improve access, use, and sustainability of water services in Margibi and Montserrado counties in Liberia. The GESI Specialist will work across all program areas to ensure careful considerations are made to thoughtfully integrate women, youth, and vulnerable populations to ensure their participation and benefit in program activities and impacts. This position is contingent on receipt of donor funding.

RESPONSIBILITIES:

The GESI Specialist will work with Water Supply Technical Director, technical leads, and MEL teams to

  • Seek and support opportunities to engage women, youth, and other vulnerable populations in water supply and resource management; ensure that women and youth are well represented in project activities.

· Ensure that project activities and approaches across all three activity objectives are inclusive of women, youth, and other disadvantaged populations

· Conduct training sessions and refresher workshops for activity project staff and partner staff on GESI principles and how to integrate these into project activities

· Develop and keep up to date the activity’s Gender Strategy and activity-specific guidelines on incorporation of GESI principles into detailed activity plans

· Ensure the effective implementation of the activity’s Gender Strategy, including:

o Monitoring, assessing, and reporting on the implementation of the Gender Strategy, in order to ensure compliance in all programming, planning, training, and activities

o Provide advice and inputs to better support consistent and effective gender integration in programming, planning, implementation, and monitoring

· Work with the MEL team in the development, application, and monitoring of gender-sensitive indicators and the consistent use of sex disaggregation in reporting to better measure gender-related impacts and outcomes;

· Work with the Communications Coordinator to integrate gender content into communication materials (posters, scripts for radio or television, documentaries, and success stories), and integrate gender-related highlights and “success stories” for Quarterly and Annual Technical progress reports for donor submission;

· Review and assess effectiveness of gender mainstreaming in the activity’s policies and in activities through reports, field visits, and surveys;

QUALIFICATIONS AND BACKGROUND:

Education: Master’s degree in a relevant field

Work Experience:

Essential

· Three to five years’ experience with the implementation of community-based development programs in Liberia

· Strong understanding of, experience in and commitment to the application of Gender, Social Equity and Inclusion (GESI) principles in development programs

Desirable

· Minimum of 7 years of progressively senior experience in development programs

· Demonstrated success in the development and implementation of WASH, water supply, and capacity building programs

· At least three years of experience in integration of GESI principles into development projects

· Experience in working as a member of a team, and in providing technical support across multiple teams

· Experience working on development programs funded by major donors, such as USAID, EU and DFAT

Knowledge and Skills:

· Skills in community mobilization and implementation of community-based development programs

· Technical knowledge of how specific cultures impact on gender, social equity and inclusion in a village setting

· Demonstrated ability to work in a team, including effectively contributing to joint planning and implementation of activities

· Excellent organizational skills

· Demonstrated skills in capacity building for government, CSOs/ CBOs and communities, including through the design and implementation of training courses

· Demonstrated ability to work in partnership with government, civil society organizations, community-based organizations and traditional leaders to achieve common objectives

· Excellent oral and written communications skills in English

· Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
