We are currently seeking qualified candidates for the position of Gender Equality and Social Inclusion (GESI) Manager. The position will be based in Dushanbe, Tajikistan.

PROJECT BACKGROUND

USAID Tajikistan Tuberculosis (TB) Bilateral Activity is a five-year project funded by the U.S. Agency for International Development (USAID). USAID Tajikistan Tuberculosis (TB) Bilateral Activity aims to reduce the burden of TB in the Republic of Tajikistan. The project activity results focus on improving case detection and notification for all forms of TB, more patients cured of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved infection prevention and control (IPC) interventions, and strengthening TB system resilience/reliance in public health emergency.

POSITION SUMMARY

Under the supervision of the Chief of Party, the GESI Manager will work closely with the different technical leads and the Monitoring, Evaluation, and Learning (MEL) team to ensure that principles of gender equity, diversity and social inclusion, are integrated into all aspects of project design, development, planning, monitoring, and implementation of activities under the USAID Tajikistan Tuberculosis (TB) Bilateral Activity.

Key Responsibilities

  • Provides GESI-focused technical direction and guidance to project leadership, other program technical leads, and the MEL team;
  • In collaboration with the Regional MEL team, leads the conduct of a GESI analysis at the beginning of the project;
  • Uses GESI analysis results to develop a GESI plan, establish GESI-specific program indicators, and integrate GESI activities and considerations into the program’s annual workplans and M&E plan;
  • Collaborates with MEL Team to conduct ongoing monitoring and analysis, ensuring program data is sufficiently disaggregated (e.g., by sex, age, ethnicity, social class, disability, location) for the purpose of reporting program progress against GESI-related indicators;
  • Ensures that project activities and designs are inclusive, gender-sensitive integrating GESI considerations and women’s empowerment elements;
  • Mentors and trains project staff, partners, and stakeholders, on GESI integration and mainstreaming issues, tools, policies, and practices for project implementation and operations, including recruitment and HR policies, in order to ensure a diverse team and an equitable work environment;
  • Contributes to the development and refinement of tools, frameworks, and resources to promote full GESI integration in the project;
  • Identifies successful practices in the project that can be featured in reports, publications, communication materials, and presented at conferences;
  • Provides technical input for project reports to ensure quality and full compliance with donor GESI policies and progress toward achieving GESI integration in the project;
  • Performs other related duties as assigned by the Chief of Party.

    Minimum Requirements

    • A Bachelor’s degree or higher in the relevant subject area(s), preferably in gender, social work, international development, or community development required; Master’s degree preferred;
    • Six (6) years of experience designing, managing, and implementing activities to promote gender equality and social inclusion, preferably in the health sector;
    • Demonstrated ability to think strategically and transmit her/his vision to partners and colleagues;
    • Proven experience in managing data collection and providing technical expertise in gender equality, social inclusion and woman empowerment;
    • Demonstrated ability to ensure GESI integration in project design, implementation, and M&E;
    • Experience developing and delivering GESI-themed content in training materials preferred;
    • Experience in GESI-focused assessments, training, and organizational capacity-building preferred;
    • Familiarity with GESI-related issues and barriers within the Republic of Tajikistan context.
    • Ability to navigate culturally sensitive terrain and maintain constructive and collaborative relationships with a diverse group of stakeholders;
    • Relevant computer software skills (including, at a minimum, the standard applications in MS Office);
    • Prior work experience in a civil society organization, government agency, or private company;
    • Prior USAID experience preferred;
    • Strong oral and written communication skills in Tajik, Russian and proficiency in oral and written English required.
