Position: Gender Equality and Social Inclusion Advisor, anticipated USAID funded Bangladesh Youth Activity project

POSITION ANNOUNCEMENT:

Effective with the release of this position announcement, Winrock International is recruiting applicants for the position of Gender Equality and Social Inclusion Advisor for an anticipated youth development project in Bangladesh. The project aims to bolster youth’s income and resilience to violent extremism/and anti-democratic values, provide youth the skills and abilities to advocate for good governance, and improve Bangladesh’s self-reliance. The project objectives are to increase civic awareness and resilience to anti-democratic and violent extremism values; strengthen youth participation in community-improvements and decision-making processes; and improve the marketability and employability of youth to connect them to sustainable livelihoods and income generating opportunities. The position is contingent upon receipt of donor funding.

POSITION SUMMARY:

The Gender Equality and Social Inclusion (GESI) Advisor will ensure gender equitable and inclusive youth development programs and systems are mainstreamed throughout program activities; foster youth-led program planning that engage and serve all youth; and work closely with the Deputy Chief of Party (DCOP) to integrate gender and inclusion to project activities.

ESSENTIAL RESPONSIBILITIES:

  • Design and conduct gender and social inclusion analysis to identify gaps and challenges of youth in Bangladesh;
  • Develop, implement, and monitor a gender and social inclusion action plan to ensure diverse youth benefit equitably from the program and to reduce identity-based disparities experienced ;
  • Coordinate with program team to integrate gender and social inclusion action plan activities into annual workplans;
  • Co-facilitate quarterly Pause and Reflect sessions on GESI to capture learning, introduce improvements, and achieve meaningful results for youth, particularly young women and marginalized groups.
  • In close collaboration with the DCOP, ensure gender equity and inclusion considerations of marginalized populations are addressed and integrated within program activities;
  • In close collaboration with the DCOP, apply inclusion best practices to design data collection instruments, data analysis, program learning initiatives, and other MEL activities to track identity-based differences in participation and outcomes as well as the impact of program activities on progress toward gender equity and social inclusion;
  • Oversee accountability mechanisms for meaningful inclusion across program component areas;
  • Coordinate with program team to create materials for youth to publicize results and amplify the voices of girls, women, and marginalized youth;
  • Contribute to program reporting and budget monitoring related to gender and inclusion;
  • Train program staff, subawardees and consultants on inclusion best practices, as needed;
  • Other duties as assigned.

QUALIFICATIONS:

Education: Bachelor’s degree (master’s preferred) in gender studies, sociology, human rights, public policy, or relevant fields of study.

Experience:

  • Minimum of five years of professional experience on donor-funded programs related to gender equality and social inclusion, community development, youth engagement, preventing/countering violent extremism, local governance, or civil society strengthening projects;
  • Demonstrated experience of leading effective GESI community and institutional initiatives that address service needs of women, girls, and marginalized youth, preferably in South Asia/Bangladesh;
  • Proven results in mentoring and capacity development of program staff to increase the application of gender and social inclusion perspectives;
  • Experience working with civil society organizations, government institutions, and the private sector;
  • Experience with monitoring and evaluation, research, and adaptive methodologies;
  • Experience with USAID rules and regulations.

Skills:

  • Demonstrated effective interpersonal skills in developing and maintain relationships with internal and external stakeholders; together with excellent writing skills and providing high quality reporting;
  • Excellent facilitation skills;
  • Strong organizational and multitasking skills;
  • Excellent written and oral communication skills in English and Bengali required.
