Background: The ODIHR project "Increasing effectiveness, strengthening enabling environment for human rights defenders" aims to support effective work of HRDs in all OSCE participating States, in line with relevant OSCE human dimension commitments and corresponding human rights obligations of the participating States. Within this project, ODIHR in close collaboration with its former Implementing Partner (IP) Benetech has been developing an online didactic game, 'Starlight Stadium', for inexperienced HRDs and for training purposes, based on a core game narrative and drawing on real life investigations on human rights violations. The narrative covers human rights violations related to forced labour and ill-treatment and addresses the relevant international legal framework and human rights monitoring principles while taking into account gender and other diversity considerations.
The gamified training curriculum (online didactic game) strengthens knowledge and skills of less experienced HRDs in monitoring and responding to human rights violations and developing physical, digital security plans and protection mechanisms in their work, by transforming ODIHR's human rights monitoring, safety and security training into a learning game for inexperienced HRDs, making the skills of the training accessible online. The tool allows its users to learn and apply selected aspects of human rights monitoring and safety and security, including digital security concepts, in a virtual simulation of a rea-life scenario.
Episode 2 of Starlight Stadium has successfully been developed and tested by ODIHR in English and has been localized for Ukrainian and Russian speaking users. Episode 2 has been developed first as it could serve as a stand-alone training tool for HRDs given that the player is thrown directly into action and can achieve several learning objectives. This made it possible for ODIHR to test Episode 2 with HRDs and tech, human rights, and education experts, who provided valuable feedback for further improvements. In order to deliver a more immersive, complete and entertaining experience, ODIHR requires the services of experts to develop the remaining episodes of the game, in particular Episode 1. This episode sets the scene for the whole adventure, provides an introduction to Episode 2, and contains learning objectives pertaining to human rights monitoring and basic principles of human rights.
Tasks and Responsibilities:
ODIHR's aforementioned project requires the services of an experienced game artist who will design graphic assets of Episode 1 of the game in an engaging and gender-sensitive manner. A professionally designed human rights monitoring mission in the game will guarantee the players/HRDs an immersive and emotionally engaging learning experience simultaneously allowing for better learning outcomes by increasing the retention of knowledge.
Under the supervision of the Human Rights Adviser/Capacity Building Co-ordinator, the consultant shall be responsible for developing the graphic assets for Episode 1 of Starlight Stadium. The consultant will perform the following tasks:
1. Design and develop illustrations for all scenes, UI, characters, and any other visual asset that may be relevant in the development of Episode 1 (40 days, deadline 21 May);
2. Work closely with the development team to submit the final assets and art adaptations for integration into the game in Unity (engine) (5 days, deadline 25 June);
3. Remaining available for consultation with ODIHR until all outputs are delivered and ready to adapt drawn assets in line with feedback delivered.
The consultant will work with consultants responsible for software development, coordination, product design, and with the script writer, by both establishing direct communication and under ODIHR co-ordination.
The consultant shall be able to deliver graphic assets for all agreed scenes of Episode 1 between 1 April 2021 and 30 June 2021.
Graphic assets include, but are not limited to (and may be subject to alterations during the development process): characters' portraits; different facial expressions of the characters; backgrounds; animations; UI; badges; other artistic assets that may be required but not foreseen yet.
