POSITION GENERAL OBJECTIVE

Advice and support AAH (Action Against Hunger) Sudan Mission in developing strategies for FSL interventions in Sudan and in the implementation of FSL programs (emergency and early recovery).

The Food Security and Livelihoods (FSL) Coordinator is responsible for coordinating, consolidating, and ensuring smooth implementation of FSL programs through support to the FSL teams and ensuring adherence to AAH and donor guidelines and standards at the central mission level. The FSL Coordinator is in charge of building the capacity of the FSL team as well as AAH internal and external representation and coordination.

Contribute to the strategical and technical positioning and expertise of Action Against Hunger in Sudan

Guarantee the coherence, relevance, quality and accountability of programs implemented by Action Against Hunger in Sudan by providing continuous technical guidance and support to project teams.

Coordinate with other departments to ensure that strategic objectives of Action Against Hunger in Sudan are met

Key activities in your role will include

Objective 1: To coordinate, consolidate, and ensure smooth implementation of FSL programmes through support to the project teams and ensuring adherence to AAH and donor guidelines and standards.

  • Support and advise the Head of Projects, in order to ensure that the implementing partner thoroughly follows program implementation as agreed with local authorities and agencies, and in line with validated plans, budget and time-frames;
  • Provide support to timely prepare and submit FSL, projects and mission reports (sitreps, APRs, intermediate and final reports, and other necessary reports);
  • Assess the relevance and appropriateness of the interventions
  • Ensure technical support and timely recommendations to project staff
  • Regularly collect information and data to analyse FSL needs/gaps in the country

Objective 2: To build the capacity of AAH staff in emergency (especially cash), early recovery, and development FSL programs

  • Identify FSL and other mission staff training needs and conduct/facilitate trainings/workshops focused on FSL standards for emergency and early recovery, including but not limited to FSL assessments, FSL indicators, Project Cycle Management, Monitoring and Evaluation;

Objective 3: To ensure the efficient and effective coordination with other departments

  • Proactively foster good communication and synergy with other mission staff members, departments (Nutrition & Health, MHCP GP, WaSH, MEAL, Admin/Finance, Logistics) and offices (capital, base)

Objective 4: analysis and strategy

  • To develop and support the implementation of FSL strategies and programming in the mission
  • Develop Sudan mission FSL strategy, in coordination and collaboration with other mission departments, HQ and relevant stakeholders;
  • Regularly analyze the humanitarian context in Sudan, with special focus on the FSL situation, and prepare context updates accordingly;
  • In collaboration with the MEAL Unit, analyze AAH programs data and capitalize on former experiences (lessons learnt and best practices);Identify and propose ideas/fields of intervention for AAH positioning and strategy for new programs, pilot projects, new geographical areas of interventions;
  • If possible, conduct/lead/participate/support FSL assessments (whether as stand-alone, through partners, or clusters) to ensure timely assessments of target vulnerable population needs and gaps and recommend for appropriate interventions;
  • Collaborate with the grant writer in the formulation of FSL related proposals and Concept Notes, seeking for integration among FSL, WASH, and Nutrition & Health;
  • Support the Country Director and/or the Coordinators in meetings with Donors to support and fund FSL strategies.

Do you meet the profile required criteria?

Training:

  • Master or Bachelor’s degree in agronomy or socio-economic, rural development, international development or related studies. Specialization in disaster risk management is a plus
  • Advanced FSL needs assessments and data analysis
  • Advanced M&E tools and methodologies
  • Protection and gender mainstreaming in project formulation, implementation and monitoring
  • Cash Based Interventions
  • Advanced knowledge of FSL concepts, programs and programming
  • Expertise in Monitoring, Evaluation and Knowledge management: FSL M&E tools and methodologies / FSL indicators
  • Context and risk analysis
  • Training and coaching in the FSL sector
  • Desirable knowledge of the following donors’ rules and procedures: USAID/OFDA, GFFO, WFP, UNICEF, ECHO, CIAA, GAC, AECID, SIDA, FCDO.

Previous experience (years):

  • At least 2-3 years’ experience working in an INGO occupying senior management positions and ideally in a similar role in the FSL sector; candidates with experience in cash-based interventions and DRM projects (using PVCA or PLA methodologies) will be given priority.
  • Previous experience working with community- based projects
  • Experience working with and alongside governmental structures and local/international partners
  • Previous experience working with multi-sector projects (livelihoods, WASH, nutrition…)
  • Previous experience working with remote communities in volatile context
  • Experience working with FSL in emergency and early recovery
  • Work under pressure with very tight deadlines
  • Languages: English: COMPULSORY - Arabic: a plus
  • IT systems: Excellent domain of Microsoft Office
  • STATA or SPSS: a plus
  • GIS and ODK: a plus
  • Mobility (national/ international) Required

Our remuneration package:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

  • Formal work contract: 12 months
  • Base: Khartoum
  • Compensation packaged: from 22.200€ to 28.800€ gross/year divided in 12 payments and based on experience y context. In addition, once the expatriate is in the mission, she/he will received per diem and living cost according Sudan mission's standards

In addition:

  • Guest House or similar accommodation covered by the organization
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action Against Hunger -Spain).
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • 25 working days of paid leave per year.
