Reports to: Health Services Specialist (Breakthrough ACTION Liberia)

Short Description

Breakthrough ACTION Liberia is conducting a family planning campaign for men and women of child bearing age and adolescent boys and girls within the USAID surge counties. The intend of the campaign is to increase demand for modern contraceptive uptake, reduce unintended pregnancy among adults, increase male support for their women on family planning allowing them the right to choose modern contraception for unintended pregnancy and reduce teenage pregnancy among adolescents.

As Breakthrough ACTION is expanding its work to about 96 high-volume facilities (8 per county) and several catchment communities across the 12 project counties; Cape Mount, Bomi, Montserrado, Grand Bassa, Margibi, Bong, Lofa, Nimba, Grand Gedeh, Grand Kru, River Gee and Maryland. With this huge expansion and several activities under the MCH area, there is a need for more human resource support in achieving quality and timely implementation of project activities.

With this, Breakthrough ACTION intends to contract a consultant who will support the effort in quality and result based project implementation of year 3 MNCH activities.

The MNCH consultant will collaborate with the national (FHP, NHPU, CHP), CHTs, community structures and partners to plan, implement and monitor project activity over the three months of service with Breakthrough ACTION.

Essential Duties and Responsibilities: The FP/RN Consultant specific duties will include:

· Develop and submit weekly workplan on every Friday before 4pm

· In collaboration with other BAL staff, MOH, CHT and communities, support the establishment, training and roll out of the adolescent health club’s activities across BAL operational counties

· Follow up on CHAs in engaging men and boys into family planning activities, through town halls meetings

· Support and guide CHTs in conducting community mobilization during county quarterly family planning campaigns.

· Base on the BAL current transition plan, collaborate with MOH to upgrade the adolescent health club transition plan to be share with USAID

· In collaboration with the FHP, NHPU, CHP and partners, support the implementation of the family planning campaign of male and female of child bearing age using multiple channels

· Work with the message and materials development committee of NHPU to adapt, develop, pretest and disseminate print materials.

· Develop and submit weekly update/report every Friday 4:00pm

Methodology

· The consultants will work in close collaboration with BAL, CHT, DHT, Community health structures and community stakeholders in the implementation of this activity

· The consultants will follow what is in the TOR and adhere to the time schedule

· The consultants will work in BAL selected communities and districts where the different interventions are taking place

Education and/or Experience: (Service Provider ) Nurse, Physician Assistant, Midwife.

Required experience will include:

· Minimum of 2 years’ experience

· Demonstrate high-level oral and written communication skills (in English) including the capacity to communicate and work with people from diverse backgrounds.

· Ability to exercise sound judgment, make independent decisions and to consistently demonstrate sound ethics and act with integrity
