Notwithstanding the general considerations set out in the ILO Staff Regulations, this vacancy announcement is the only authoritative document pertaining to the qualifications required for this position. The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.

The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located within the ILO Decent Work Technical Support Team and Country Office for Central and Eastern Europe (DWT/CO-Budapest). The DWT/CO-Budapest provides advisory services to 18 countries to develop policies and programmes that promote more and better jobs for all women and men. Its work focuses on the four strategic objectives of the ILO, promoting rights at work, encouraging decent and productive employment, enhancing social protection, and strengthening social dialogue.

As a member of the DWT/CO-Budapest team, the incumbent will provide support in identifying solutions to facilitate effective transitions to formality and provide policy advice and technical assistance to ILO constituents with respect to transition to formality. He/she will consider how informality affects specific population categories in a differentiated and often disproportional manner, including, among other reasons, because of their sex, age, national extraction, or social origin, and propose ways to improve gender equality and non-discrimination in this particular area and towards other interventions of the Office.

The key challenge to address is the high incidence of informal employment, undeclared and under-declared work in formal enterprises, and informality among enterprises. Non-standard forms of work and new forms of work in the gig economy bring new occurrences of informality. In the sub-region, informality often compounds existing inequalities affecting women, young people, older workers, and ethnic minorities. The two biggest hurdles to the provision of policy advice in the sub-region are the lack of reliable data on the multiple dimensions of informality as well as the absence of solid quantitative evidence on what works (or not) in the promotion of transition to formality with a focus on the most vulnerable individuals.

The Specialist will work under the direct supervision of the Director of DWT/CO-Budapest, and will receive technical guidance and advice from the Director of the Conditions of Work and Equality Department (WORKQUALITY) at headquarters. The Specialist will be a member of the Global Technical Team on Conditions of Work and Equality, and part of the ILO Gender Network. The Specialist will work in close cooperation with the other specialists in the DWT/CO team, including development cooperation staff, and the National Coordinators at the country level.

Specific Duties

1.Analyse trends and developments in ILO Member States within the sub-region, which have a direct bearing on the formulation of formalization policies and programmes. Raise awareness on the specific circumstances of women in the informal economy. Identify priorities and outcomes of Decent Work Country Programmes as the main vehicle for delivery of ILO support to Member States.

2.Advise governments, employers' and workers' organizations and other stakeholders on the formulation, implementation, monitoring and evaluation of formalization policies and programmes with a particular focus on the most vulnerable groups. Identify tailor made packages of interventions combining preventive measures, including information, enforcement and effective sanctions, and positive incentives for an effective transition to formality that would also support gender equality and non-discrimination.

3.Develop partnerships on formalization and gender equality/non-discrimination with the European Union (EU), bilateral development partners and the UN system. This includes alliances on technical subjects as well as resource mobilization.

4.Support and advise ILO specialists in the sub-region on how to integrate formalization and gender equality/non-discrimination into policy-related work and projects, such as national employment strategies, youth employment initiatives, skills strategies, or labour migration policies. Monitor progress on the ILO Action Plan on Gender Equality, and the Disability Inclusion Strategy.

5.Generate and share quantitative evidence on the intermediate and final results of ILO formalization, gender equality and non-discrimination interventions. Monitor sub-regional trends concerning the Sustainable Development Goals that are particularly relevant to the areas of competence. In consultation with the Inclusive Labour Markets, Labour Relations and Working Conditions and the Gender, Equality and Diversity Branches within WORKQUALITY, liaise with other ILO specialists to incorporate the evidence in both the research, policy and other work carried out in the sub-region.

6.Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties: Generic Duties

  • Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialization.
  • Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  • Provide policy advice to ILO constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  • Formulate and submit project proposals and seek funding.
  • Evaluate the efficiency and effectiveness of the project activities.
  • Undertake technical advisory missions independently or in collaboration with other Decent Work Teams.
  • Conduct seminars, workshops and technical meetings and training courses.
  • Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  • Write manuals and/or training guides on related topics.
  • Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
  • Monitor and coordinate research carried out by junior technical officers and external collaborators.
  • Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  • Participate in tripartite reviews on development cooperation activities and international meetings and conferences.

Required qualifications

Education

Advanced university degree in economics, law, or related social sciences with demonstrated expertise in the relevant technical fields.

Experience

Eight years' experience at the national level or five years at the international level including relevant working experience in the field of gender equality and non-discrimination and transition to formality. A good knowledge of project cycle management, solid track record in fundraising, and exposure to the EU would be considered as an advantage.

Languages

Excellent command of English. A working knowledge of another official language (Spanish or French) of the Organization, or a language of the sub-region would be an advantage.

Competencies

Excellent oral communication and drafting skills. Ability to: synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in Member States; produce reports (e.g. reports for regional conferences and International Labour Conference, technical publications, training manuals and draft resolutions) and design, evaluate and monitor development cooperation activities and projects. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
