The Finance Officer, under the overall direction of the Head of Support Services, will support in the smooth and efficient functioning of the Finance Department of International Federation of Red Cross and Red Crescent Societies (IFRC), Philippine Delegation by ensuring day-to-day financial management transactions, recording, and control in the financial system are accomplished timely and efficient manner.

  1. Processes cash payments/reimbursements

  2. Prepares IFRC official receipts for cash receipts (e.g. personal call settlement and refund of working advances)

  3. Handles and takes petty cash fund into custody

  4. Monitors petty cash balances based on an imprest system

  5. Performs cash count during month-end closing and on daily basis

  6. Assists and supports the Senior Finance Officer/Finance Officer in month-end closing process, balance sheet and working advance reconciliation

  7. Prepares the monthly official cash reconciliation or during the surprise cash count by Head of Support Services

  8. Receives working advances/cash request for payments from Logistics Department, Admin Department, & Field Offices

  9. Checks all supporting documents are in place at the time of receipts and payments

  10. Ensures supporting documents are in compliance with Federation financial procedures

  11. Performs data entry and recording of varies financial transactions

  12. Manages proper filing of all financial supporting documents to each monthly filing folder

  13. Prepares monthly Delegate & National Staff Working Advances Reconciliation

  14. Ensures all expenses are in accordance to the approved budgets and be fully responsible to cross-check the account codes, project codes, activity codes, and donor codes (M-codes) prior to posting of entries into the finance system.

  15. Works closely with Project Managers and other team members on all program financial matters, reports and reconciliation

  16. Assists and supports in Audit processes of the Country Delegation, facilitating required information from Asia Pacific Regional Office (APRO) and the Secretariat Office

  17. Assist in preparation of all type of donor reports

  18. Actively works towards the achievement of the Federation Secretariat's goals

19. Performs any other work-related duties and responsibilities that may be assigned by the line manager.

Qualifications/Minimum Education: Graduate of College/University Degree in relevant studies related to position/role such as a Degree in Finance, Banking, Accounting, or Business Administration.

Work Experience:

· Minimum of 3 years working experience handling finance and accounting **

· Experience of working with Red Cross/Red Crescent Societies**

Experience of working for a humanitarian/non-profit organization
