  • Manage all financial resources by ensuring proper planning, guiding, monitoring and controlling of the resources in accordance with Government of Afghanistan (GoA) and UNDP rules and regulations, as applicable, and liaise with UNDP Country Office  to ensure that all project activities are implemented and project outputs are delivered in an efficient and timely manner as per the project Document and the Annual Work Plan(AWP);
  • Perform financial analysis and oversight for all resources of the project and provide high-quality professional advice to project management in preparation and monitoring of budgets;
  • Analyze and monitor financial situation and present forecasts to the project management for development and management of the project;
  • Plan proper expenditure, tracking and audit of financial resources including core fund allocations in accordance with UNDP rules and regulations;
  • Organize and oversee project cash management processes, including liquidity management, recommendation of importance level, risk assessment and security for cash assets;
  • Ensure full compliance of financial activities, financial recording/reporting and audit follow up with GoA/UNDP rules, regulations, policies and strategies;
  • Prepare and monitor project expenses in Atlas and, on a regular basis, report on the project delivery situation to the project management;
  • Ensure that advances and direct payments are properly reviewed and made on a timely basis, as well as ensure that payment information is properly recorded into the Atlas system on a timely basis;
  • Implement internal expenditures’ control system to ensure that vouchers processed are matched and completed; transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; monthly payment orders (MPOs), travel claims and other entitlements are duly processed;
  • Prepare monthly cash flow forecast in a timely manner;
  • Ensure proper filing of all finance related documentation;
  • Develop work plan for Finance team to ensure effective achievement of results;
  • Supervise staff in Finance team and ensure that clear work plans are developed for all team members;
  • Set up annual performance targets for all staff in the Finance team and ensure that the targets are reviewed on a periodic basis.
  • Full compliance of financial activities with GoA/UN rules and regulations, policies, procedures and strategies; effective implementation of the internal control system;
  • Continuous analysis of corporate financial strategies and policies, assessing the impact of changes and making recommendations on their implementation in the project. Continuous research of the matters related to conditions of service, salaries, allowances and other policy matters. Elaboration and introduction of measurement indicators, monitoring and reporting on achievement of results;
  • Management of up-to-date accounting system maintenance to ensure accuracy and reliability of financial reporting.
  • Organization of on-job and capacity trainings for MoI and provincial finance staff on specialized financial matters;
  • Organization of training for finance team in the project.

 

 

  • With master’s degree 2 years and with bachelor’s degree 4 years of experience is required;
  • Financial management experience with the UN system a strong asset;
  • Experience in capacity development and knowledge transfer;
  • Experience in the usage of computers and office;
  • Software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based financial systems.
  • Proficiency in written and spoken English is required;
  • Fluency in Pashtu or Dari is required.
