The Program

The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Facility Management Unit (FMU) in Suva Fiji provides centralised overarching management of the Facility’s programs and activities including operations, monitoring, evaluation and learning (MEL), reporting, communications and public diplomacy and integration of cross-cutting themes.

The Position

The Finance Manager has responsibility for the oversight and management of all financial planning and financial operations for the Facility in Fiji and Tuvalu.

This includes financial modelling and planning for annual and multi-year work-plans for sector programs and the Facility Management Unit (FMU), management of all financial operations including expenditure and forecasting ensuring all expenditure is approved and compliant with the relevant policies and procedures and contracts.

The manager will lead the national staff finance team at the FMU in Suva and provide expert advice, support and guidance to six sector program Team Leaders/Mangers and other sector program finance staff.

The Person

We are seeking leaders who drive collaboration between the project and our head office teams, working together to deliver effective support to our programs, and to grow Tetra Tech International Development as an organisation where we can provide more opportunities for all our staff to deliver work that achieves a positive impact.

To succeed in this role, you will have proven expertise in accounting processes, standards and software, financial systems management and expenditure reporting, ideally within large/high value donor funded development programs.

In addition to this, you will have proven experience developing complex budgets for multiple multi-year programs and projects and experience managing budget forecasting and expenditure tracking to required targets (e.g. monthly, quarterly and annually).

This role also requires you to demonstrate leadership level knowledge and skills for financial policy and procedures, financial planning, budgeting and budget control, expenditure forecasting and reporting, accounting, purchasing and procurement, employee payroll, petty cash and bank account management, and compliance with financial statutory requirements of applicable legal environments.

You will have tertiary qualifications in accounting, finance or commerce and advanced skills in Microsoft Excel and accounting software such as Reckon/QuickBooks (or a similar accounting software package). While not essential, qualifications as a Certified Practising Accountant (CPA) or equivalent are highly desirable.

Possessing strong, dynamic leadership skills, you will be an excellent communicator and able to demonstrate sensitivity to other cultures with the ability to act appropriately in the context of Fijian and Tuvaluan culture and their workplaces. You will be resilient and agile and able to adapt to change and ambiguity in a fast-changing operating environment. As a leader, you will role model the Tetra Tech International Development values, and will be committed to coaching and mentoring others as part of our commitment to build the capacity of our project team staff.
