Function and Organizational Relationships:

Financial management at Maram Foundation for relief and development is one of many critical functions. The Finance managers must understand what Maram Foundation mission and what they do in order to help all departments make the best use of the allocated project funds. In addition to financial management, the finance manager must provide leadership, clear strategic direction, high-quality programs finance management, shared values in an encouraging organizational culture, and Builds effective relationships between Maram Foundation and donors. The Finance Manager is responsible for the accuracy of the daily finance activities, enforces all statutory requirements, improves processes, procedures, and support all internal and external audits.

Main Duties and Responsibilities

  1. Develop a financing strategy and associated policies for Maram foundation accounting department.
  2. Complete an accurate and justified project budget using the transaction-based budgeting technique.
  3. Structure budgets in different donor formats to accompany funding proposals
  4. Create phased budgets for program implementation.
  5. Design and prepare a budget monitoring report to compare a project budget with actual performance.
  6. Calculate variance and grant utilization percentages to assess project progress compared to plan
  7. Create a project budget forecast report based on latest activity plans and information.
  8. Comply with donors’ reporting requirements and develop standard reporting formats to aid in the consolidation of grant budgets and expenditures
  9. Maintains the general ledger and all related project accounts with proper documentation and records of all company transactions; reviews entries to the general and subsidiary ledgers to assure accuracy and compliance with the foundation's and established accounting principles; controls all changes to chart of accounts;
  10. Responsible for project, monthly or yearly closing of the general ledger including preparation of journal entries;
  11. maintaining a computerized accounting system, backup control, assisting other accounting staff with questions and generating reports and statements;
  12. Preparation of projects, year-end and comparative financial reports.
  13. Keep up with developments, practice trends and announcements in the accounting profession; monitors accounting systems and recommends new or revised policies and procedures;
  14. Training and management of accountant and staff;
  15. Prepares monthly bank reconciliation for all accounts; verifies accuracy of bank statements and resolve questions or problems; maintains integrity of cash balances and cash flow systems;
  16. Responsible for review and preparation of payroll records and processing of payroll cash and checks payments and reports by outside payroll service;
  17. Maintains fixed asset records and control; determines depreciation terms/rates to apply to capitalized items; prepares property tax returns for review by CEO
  18. Coordination of all audit and preparation of schedules and documents for auditors;
  19. Facilitate any external or internal audit.
  20. Maintain other accounts and performs other accounting duties as required or as requested by the CEO.
  21. Apply alternative approaches to structuring overhead accounts and allocation methods.
  22. Enforce country regulations and laws.
  23. Performs other related duties as assigned by CEO.

Qualifications

  1. At least ten years of relevant experience in accounting management including at least three years of experience in an NGO;
  2. Bachelor degree is required in Accounting, Finance, Business Administration, or any related field, CPA, CMA would be an advantage;
  3. Familiarity with accounting and spreadsheet applications is also required;
  4. Familiarity with the Syrian conflict, Syrian NGOs and stakeholders; personal awareness and engagement;
  5. Understanding of multi and bilateral donor policies and procedures;
  6. Strong organizational and problem-solving skills;
  7. Strong interpersonal, management, and leadership skills;
  8. Flaunt in Arabic and English languages, the Turkish language is a definite plus.

Job Requirements Related to the Syrian Conflict

  1. In-depth knowledge of the Syrian conflict, Syrian NGOs, and stakeholders
  2. Valid Turkish residency permits and the ability to travel in the region.
