Position Summary:

Creative Associates seeks a Finance Director for a USAID-funded project proposal that seeks to address electoral reform in Zimbabwe. The Finance Director will manage the project's financial systems. S/he will work under the supervision of the Deputy Chief of Party and will work on all matters related to financial management, financial reporting, subcontracting. S/he will also ensure sufficient funds are available for effective and efficient implementation of project activities and support programs.

Reporting & Supervision:

This position will report directly to the Deputy Chief of Party.

Primary Responsibilities:

• Establish and maintain financial management and accounting control systems for program expenditures;
• Receive and account for all funds for the project (performing weekly and monthly cash checks);
• Manage the project's finances to meet the financial reporting requirements, ensuring that all financial reports are submitted on or before the deadlines;
• Ensure accurate and smooth month and year-end closing and reporting within agreed schedules;
• Prepare budgets, monitor, review and revise as required in consultation with the Chief of Party;
• Participate in ongoing analysis, forecasting and review of project expenses;
• Participate in budget planning and realignments as required;
• Submit wire transfer requests for field offices to Finance and Contracts for processing;
• Work closely with field-based subcontractors to ensure budgets, projections, and invoices are completed according to Creative/USAID policies and procedures;
• Ensure compliance with the Country local laws, particularly on withholding taxes;
• Ensure timely deposit of withholding taxes and reporting to Federal Inland Revenue Services (FIRS); and

• Coordinate with Program & Grant Teams to establish proper controls for grants management.

  Required Skills & Qualifications:

• M.S. degree in accounting or financial management desired; B.S. degree with at least eight (8) years of experience required;

• Previous financial management of a donor-funded project in Zimbabwe;

• Public or private sector management, financial analysis, cost accounting and relevant experience preferably in developing countries;

• Demonstrated capacity to supervise a complex financial management or general ledger system;

• Familiar with all MS Office applications;

• Must be proficient in English reading, writing and speaking;

• Excellent communication and reporting skills; and

• The candidate must currently reside in Zimbabwe.

  Desired Skills & Qualifications:

• U.S. government (USAID preferred) administrative compliance experience;

• Exposure working with international operations; and

• Strong organizational and managerial skills.
