    In this role you would work in the Field Operations(FO) Department, in the Strategy, Information and Support (SIS) unit. We are situated in Oslo, Norway but for specific candidates we might be able to accommodate for a different location. 

    The Strategy, Information and Support unit is responsible for developing Field Operations overall strategy, budget and action plans – and for coordinating and reporting on results. Further, the unit is responsible for developing the departments’ monitoring of strategy progress and learning, and we have the following financial responsibilities:

  • The unit leads the finance process across the department in Head Office, including the annual budgeting process and support to the functional directors in monitoring of financial results.
  • The unit provides support to the Department Director in the annual budgeting and resource allocation process towards the Regions, as well as provision of programme and finance data/ analysis throughout the year.
  • Responsible to offer project managers/budget holders financial support in proposals and reporting processes, enable sound processes for monitoring of expenditure throughout the projects (externally funded and private funds).
  • Further develop tools and practices for sound financial oversight and practices across the Department.

    Generic responsibilities

  • Implement NRC’s financial systems and procedures.
  • Support and train budget holders (for external grants) in adhering to NRC financial policies, handbooks, donors’ financial requirements and provide capacity development when necessary.
  • Support and monitor compliance with the Finance handbooks and NRC policies, and respective quality assurances.
  • Contribute to the development of policies, strategies, tools, new approaches and financial SOPs for the department, including but not limited to external grants.
  • Prepare financial proposals and reports for external grants managed by the Field Operations Department and ensure ”Securing Supporting Documents” practices are well maintained and implemented.
  • Provide expert guidance on donor financial rules and regulations to budget holders in Field Operations
  • Responsible for the day-to-day bookkeeping of Field Operations' managed external grants.
  • Responsible for producing Budget Monitoring and support budget holders with Spending Plans and Financial Overview of their external funded grants.
  • Provide ideas for financial technical improvement and develop tools for use in complex or multi-donor projects
  • Follow up on external audits for donor funded projects at head office level for the Field Operations department

    Specific responsibilities

  • Direct and timely financial management of the Better Learning Programme global project portfolio, and global projects managed by Field Operations, including but not limited to KFW, and can involve specific tool development.
  • Work closely with the Grants Adviser to improve financial management of grants from concept note phase to audit.
  • Support Country Office financial procedures in country upon request (could involve travel – and could relate to year end closure, gap filling, capacity building depending on need and skill set).
  • Take part and contribute in project related meetings (go/no go, proposal development, reviews and status, close-out etc).
  • Implement periodic and year-end closing practices for Field Operations managed external grants, following guidance from FO Finance Team Leader, and in close collaboration with the other Finance Coordinator.

    Generic professional competencies/experience:

  • University degree in finance, accounting and/or business management
  • Strong financial and analytical skills
  • Experience from large/complex or multi-applicant projects with stringent donor rules is very advantageous
  • Experience from working in a technical Finance position at country/operational level with exposure to financial monitoring tools, complex project funding etc.
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Understanding and experience using Agresso/Unit4 is an advantage

    Specific competencies/experience:

  • Experience with KFW or similar as a donor of specific projects will be an advantage.
