EpiC Central Asia Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC launched a new multi-year project in Central Asia implemented in Tajikistan, Kyrgyzstan and Kazakhstan. Building on the successes to date in the three countries, EpiC focuses on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups. While EpiC takes a regional approach in the overarching management of the Central Asia project, each country has its own respective targets, priority focus areas and expected deliverables.
Job description:
The Finance and Operations Manager will have overall responsibility for finance, operations and administration of the EpiC project office in Kazakhstan, under the oversight of the EpiC Kazakhstan Project Director. They will provide financial and operations oversight for all aspects of the project in accordance with USAID and FHI 360 rules and regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance, operations and administration issues. The Finance and Operations Manager will be responsible for budget development in partnership with the Programs team, budget forecasting, expenditure tracking, and financial analysis, as well will support grant and contract management; overseeing administrative, operational, and human resources functions; reviewing and approving recommendations for financial planning and control and key administrative decisions for organizational and local compliance requirements, in concert with the senior management team in Central Asia, but also FHI 360’s Asia Regional Pacific Office (APRO) and Headquarters offices in the United States. They will also be responsible for selecting, evaluating performance, and developing capacity of finance, operations management and administrative personnel to ensure efficient project support.
The position is open to Kazakh residents and will be based in Almaty, Kazakhstan.
