We are currently seeking qualified candidates for the position of Finance and Operations Manager for the EpiC project in Kazakhstan. The position will be based in Almaty, Kazakhstan.

EpiC Central Asia Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC launched a new multi-year project in Central Asia implemented in Tajikistan, Kyrgyzstan and Kazakhstan. Building on the successes to date in the three countries, EpiC focuses on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups. While EpiC takes a regional approach in the overarching management of the Central Asia project, each country has its own respective targets, priority focus areas and expected deliverables.

Job description:

The Finance and Operations Manager will have overall responsibility for finance, operations and administration of the EpiC project office in Kazakhstan, under the oversight of the EpiC Kazakhstan Project Director. They will provide financial and operations oversight for all aspects of the project in accordance with USAID and FHI 360 rules and regulations. Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance, operations and administration issues. The Finance and Operations Manager will be responsible for budget development in partnership with the Programs team, budget forecasting, expenditure tracking, and financial analysis, as well will support grant and contract management; overseeing administrative, operational, and human resources functions; reviewing and approving recommendations for financial planning and control and key administrative decisions for organizational and local compliance requirements, in concert with the senior management team in Central Asia, but also FHI 360’s Asia Regional Pacific Office (APRO) and Headquarters offices in the United States. They will also be responsible for selecting, evaluating performance, and developing capacity of finance, operations management and administrative personnel to ensure efficient project support.

The position is open to Kazakh residents and will be based in Almaty, Kazakhstan.

Key responsibilities include but are not limited to:

Position Responsibilities

  • Directs financial reporting for annual budget planning, pipeline analysis, audit reviews and assessments;
  • Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by USAID;
  • Maintains weekly and monthly schedule of financial transactions and reporting according to organizational requirements;
  • Leads monthly and quarterly financial reporting to FHI 360 regional office and donor, as required;
  • Oversees and directs the control of the budget and activities of the Finance and Administrative assistant and Procurement and Grants officer;
  • Reviews, provides input, and periodically updates operations, administrative, and financial office policy and protocols;
  • Supervises the procurement lifecycle and reviews supporting documentation such as SOW; tender documents; bid evaluation; contracts with vendors, etc. ;
  • Reviews and approves (in online banking system, GFAS and DPA) payment vouchers for purchasing of goods and services and for program activities, and assure that all disbursements or reimbursements are made in compliance with FHI 360 policy and applicable to donor rules and regulations;
  • Develops job descriptions and capacity building plans for finance and operational management positions and provides direct oversight to these personnel;
  • Supervises finance, operations and administrative staff members of the office and encourages a collaborative, cohesive working environment;
  • Reviews sub-awardee and contractor budgets for correctness and verifies that budgets conform to FHI 360 and donor regulations;
  • Approves sub-awardee financial reporting and fund disbursement;
  • Provides administrative, financial, accounting and other technical assistance as required to FHI 360 staff and/or civil society organization (CSO) partner staff;
  • Assists with internal audits and implements recommendations resulting from audit process;
  • Monitors deliverables of consultants performing operations or local approval tasks, as required;
  • Supports the EpiC Kazakhstan Project Director with annual project budgeting, including sub-awardee budgeting, and as required during the project period;
  • Supervises and leads workflow of finance and operations teams to ensure quality deliverables and adherence to deadlines;
  • Performs other relevant duties as assigned by the EpiC Kazakhstan Project Director.

    Qualifications

    • Bachelor’s degree or its international equivalent in Financial Management, Business Administration, Finance, Accounting or another relevant field;
    • A minimum of eight (08) years accounting, operations and financial management experience of large-scale, international development assistance programs;
    • A minimum of five years of relevant experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects;
    • Demonstrated experience with USG cost principles, including PEPFAR regulations, GAAP accounting rules and grants contract management;
    • Supervisory experience managing finance, operations and/or administrative staff.
    • Demonstrated experience and skills in developing and managing large budgets;
    • Experience developing and/or implementing finance and accounting policies, procedures and systems;
    • Experience developing and/or implementing office administrative policies, procedures and systems (human resources, procurement, operations, etc.);
    • Proficiency in relevant computer applications and databases;
    • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector;
    • Extensive knowledge of Kazakh financial reporting requirement;
    • Knowledge of Kazakh labor law and statutory payment requirements;
    • Excellent written and oral communication skills;
    • Any Kazakh relevant professional qualifications are an advantage;
    • Fluency in English and Russian is required; fluency in Kazakh is an added advantage.

      Travel Requirements:

      • 5-10%, mostly within Kazakhstan.
