REPORT TO: Finance and Operation Manager, FHI 360 in Tajikistan

We are currently seeking qualified candidates for the position of Finance and Logistic Assistant for USAID Tajikistan Tuberculosis (TB) Bilateral Activity. The position will be based in Dushanbe, Tajikistan.

Project Background

USAID Tajikistan Tuberculosis (TB) Bilateral Activity is a five-year project funded by the U.S. Agency for International Development (USAID). USAID Tajikistan Tuberculosis (TB) Bilateral Activity aims to reduce the burden of TB in the Republic of Tajikistan. The project activity results are focuses on improving case detection and notification for all forms of TB, increasing the number of patients cured of all forms of TB, strengthening TB prevention by expanded preventive treatment and improved infection prevention and control (IPC) interventions, and strengthening TB system resilience/reliance in public health emergency.

Position Summary

Under the supervision of the Finance and Operation Manager, the Finance and Logistic Assistant will support the Finance and Operations Manager in all financial management and other logistical functions of the project. S/he will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures and regulations. The position requires close collaboration with other operations staff within project and the FHI 360 Tajikistan branch office to ensure application of FHI 360 and USAID regulations, policies and practices.

Key Responsibilities

  • Assist the Finance and Operations Manager with overarching project financial management tasks.
  • Collecting and checking all supporting documentation for bank payments (checking the supporting documents for invoices, acceptance certificates, bids, etc);
  • Responsible for timely and properly preparing the vouchers for bank payments.
  • Responsible for preparing bank payments in online banking system: payments, conversion, cash deposits, etc.;
  • Ensure timely process and payments to all statutory payments as per law of the land and FHI 360 policies and procedures.
  • Assist in financial reconciliations with respect to bank, balance sheet, vendors, inventory, etc.
  • File payment vouchers, supporting documentations, workshop, and travel retirements.
  • Ensure accurate record keeping of the financial documentations.
  • Perform a Finance TESS Administrator responsibilities, as follow:
    • Final Labor Processing and Period End;
    • Timesheet Changes for any prior periods;
    • Missing Timesheets from any Prior Period.
      • In close collaboration with the procurement officer, provides support on the procurement process; reviewing the procurement request for completeness of necessary information, quotations on local procurement items, preparing purchase orders and obtaining necessary signatures and approvals.
      • Provides meeting support, e.g., scheduling conference rooms, preparing meeting materials, making logistical arrangements.
      • Provides travel support to project staff, consultants, and visitors.
      • Facilitates logistical arrangements related to trainings/workshops including, but not limited to, venue selection, accommodation, and travel arrangements for domestic and international travel.
      • Maintains and updates records of all administrative related documents, e.g., travel authorization requests, service contracts, etc.
      • Follow up car and driver arrangement for project team
      • Performs other relevant duties as assigned by the Finance and Operations Manager.

        Minimum Requirements

        • Bachelor’s Degree in Finance, Accounting and Business Administration with 2-3 relevant years of experience. CPA, ACA or any other relevant professional qualification is desirable.
        • Minimum of 3 years’ experience in financial management, accounting, procurement and logistic service.
        • Good analytical, numerical and problem-solving skills.
        • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
        • Familiarity with or knowledge of USAID-funded projects, policies and procedures.
        • Familiarity with Tajikistan local legislations.
        • Cultural sensitivity and sound understanding of the needs of key and vulnerable populations.
        • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
        • Ability to interpret financial and other quantitative information and reports.
        • Good report writing and documentation skills.
        • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
        • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural and multigender environment.
        • Well-developed computer skills.
        • Fluency in English, Russian and Tajiki is required;
        • Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan
