EpiC Central Asia Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan and Kazakhstan. Building on the successes to date in the three countries, EpiC is focusing on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups. With the onset of the COVID-19 pandemic, EpiC was modified to start implementing COVID-19 response programs, and in 2021 launched additional COVID-19 activities in Tajikistan.

Job Description

The Finance and Grants Officer will support the EpiC Tajikistan Finance and Operations Manager in all financial management, administration, grants management and other operational functions of the project. They will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures and regulations. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Tajikistan branch office to ensure application of FHI 360 and USAID regulations, policies and practices.

Position Responsibilities

Grant and sub-award management

  • Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
  • Conduct regular site visits to sub-awardees to check compliance, follow-up on special award conditions, and provide capacity building support and coaching.
  • Review sub-awardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly program reports and submit to EpiC Tajikistan Finance and Operations Manager.
  • Conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.
  • Perform spot checks and monitoring visits of the subgrantees in accordance with FHI 360 and local regulations requirements.
  • Prepare sub-award budget modification.
  • Performs other relevant duties as assigned by the EpiC Finance and Operations Manager.

    Finance

    • Support the development of national and regional-level budgets for program activities, working closely with finance and program staff.
    • Assist in communicating with the bank on all issues related to the transactions, including bank account balances, bank statements etc.
    • Coordinate with the EpiC Finance and Operations Manager for audits and assist in ensuring that the audit recommendations are effectively implemented.
    • Review payments to ensure documentation and process are in line with FHI 360 cost principle requirements.
    • Review accounting transactions to ensure costs are charged to correct codes before releasing them to the accounting system.
    • In close cooperation with the outsourced local accounting company fulfils control of all accounting functions in accordance with the local legislation.
    • Responsible for opening bank cards for new employees/closing cards for retired employees.

      Minimum Requirements

      • Bachelor’s Degree or its international equivalent in Finance, Accounting, Business Administration or a similar field. CPA, ACA or any other relevant professional qualification is an added advantage.
      • Minimum of 5 – 8 years’ experience in financial management and/or grants management and reporting.
      • Budget development skills for USAID-funded projects and general ledger skills.
      • Good analytical, numerical and problem-solving skills.
      • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
      • Ability to develop effective work plan and priorities to meet business objectives.
      • Familiarity with or knowledge of USAID-funded projects and grants management policies and procedures.
      • Demonstrated expertise in building effective relationship with key stakeholders.
      • Familiarity with Tajikistan public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Tajikistan is highly desirable.
      • Cultural sensitivity and sound understanding of the needs of key and vulnerable populations.
      • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
      • Ability to interpret financial and other quantitative information and reports.
      • Good report writing and documentation skills.
      • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
        • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural and multigender environment.
        • Well-developed computer skills.
        • Fluency in English, Russian and Tajiki is required;
        • Position open to Tajik nationals or individuals who have the legal authority to work in Tajikistan

          Travel Requirements:

          • 5-10% within Tajikistan
