The Finance and Grant Compliance (FGC) Deputy Director will oversee the finance and grant compliance function of a USAID-funded project, including planning and budgeting, financial control, compliance with USAID rules and regulations, and reporting. The position ensures that financial data and financial analysis are made available to the Chief of Party (COP) on a weekly basis for decision-making. The FGC Deputy Director assists the Chief of Party and the project’s senior management team in the management and administration of the project’s resources.

What You’ll Be Doing (Essential Duties)

USAID Project Management (90%)

  • Fulfil all financial reporting requirements of USAID and internal and external stakeholders, and ensure that effective systems are in place, and regularly reviewed, to allow adequate financial management and control over assets, funds, equipment, and property of the award.
  • Identify and effectively manage all key compliance and financial risks related to the implementation of the project, develop mitigation plans at planning stage.
  • Coordinate all external audit for USAID regulation and put system in place to ensure proper accounting and closing of books of the award including the financial data of the core team (IRC, Jhpiego, Palladium)
  • Provide technical assistance to staff and to the core team on administrative policies and compliance of the award. This includes the interpretation of USAID regulations (2 CFR 200, 2 CFR 700, 22 CFR-228, ADS chapters, etc.) and Save the Children’s finance and grants management policies and procedures.
  • Develop sub-grantees financial management through training and capacity building program and ensure they manage their sub-awards according to USAID rules and regulations.
  • Ensure that all finance and grant compliance staff understand and are able to perform their roles
  • Manage finance and grant compliance team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
  • Liaise with the HR director to incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up.
  • Ensure a compliant close-out process for both sub-grantees and the REVE project at the end of the performance period.

Staff Supervision (10%)

  • The FGC Deputy Director has two direct staff reports, the project’s finance officer and sub-grant officer

Required Qualifications

  • University-level degree in finance or business. At least Finance Master Level-Qualified finance professional (recognized accounting qualification suggested) with experience of operating in a global and complex organization.
  • Five (5) years of experience managing the award and administration of sub-grants funded by USAID
  • Strong analytical skills to successfully perform financial reviews and other forms of quantitative analyses.
  • Strong knowledge of OMB Circular A-110, A-122, and A-133; 22 CFR 226; and 22 CFR 228. Demonstrated knowledge of various donor regulations applicable to grants administration.
  • Ability to exercise sound business judgment to wisely prioritize and successfully perform multiple and complex tasks.
  • Highly organized and able to develop and streamline systems for efficient conduct of day-to-day tasks.
  • Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors
  • Demonstrated ability to work with multiple partners on collaborative projects
  • Proficiency in English with excellent oral and written communications skills
  • Previous work experience in Africa, preferably across one or more sub-regions
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
