Background Information - Job-specific
UNOPS is undertaking a multi-sectoral engagement aimed at restoring urban services mainly in energy, urban roads, WASH and municipal services in targeted cities in Yemen using an integrated approach.
Yemen Emergency Lifeline Connectivity Project will contribute toward addressing road access to food and other humanitarian needs, and employment, whilst laying the foundation to (i) build resilience to climate change induced vulnerabilities, (ii) reduce gender gaps, and (iii) build the capacities of partners through a dedicated capacity building program
Under the direct supervision of the Project Manager the Admin Assistant (Finance) will be responsible for assisting in design, implementation, monitoring and evaluation of Projects’ activities. He or she will also provide assistance to the Project related to establishment and maintenance of the monitoring and tracking tools as well as in compilation of plans, reports, presentations, and Project documents and will promote a client-oriented approach consistent with UNOPS rules and regulations and will work in close collaboration with the project teams in Yemen, respective units in the Amman Operational Hub, and local participating partners to ensure reviewing activities in support of successful planning and implementation of the project’s components.
Under the direct supervision of the project manager, the Admin Assistant (Finance) will provide overall support to the project.
Functional ResponsibilitiesSummary of Key Functions:
Support to Treasury;
Accounting and administrative support
Review of payment requests for completeness prior to processing to ensure that documentation is complete and all information concerning the payment has been supplied; proper accounting codes used; certification of services rendered/goods delivered is written on the payment document and duly signed by authorized officials; payment to sub-contractors are in compliance with terms and conditions of agreement.
Review and confirmation of appropriateness of operational transactions processed through the interpretation and determination of applicable policies, regulations, rules, i.e. disbursements within authorized limits, payroll, contractual agreements, payments to suppliers, travel claims, etc.
Review and confirmation of validity of charges by verifying authorized amounts and ensuring availability of budget and funds.
Maintenance and control of petty cash fund and preparation of reports for replenishment.
Frequent contact with the local bank to obtain day-to-day information on rates of exchange, interest rates, changes in procedures and bank regulations, etc.
Provides accounting and administrative support to the Finance team, focusing on achievement of the following results:
Preparation of vouchers and review of supporting documents to ensure completeness, accuracy and correctness of accounts codes charges; entry of transactions in the computerized accounting and finance system.
Preparation of monthly expenditure schedules and quarterly, year-end statements.
Analysis of reports, investigation and adjustment as required.
Communication with colleagues/clients in areas requiring verification, corrections, additional information, etc. to improve quality of output and/or account submission and increase knowledge base in the process.

Education:
Completion of secondary school or equivalent. Diploma or certification in finance-related subjects or business administration is an asset
