The purpose of the Field Office Coordinator is to run the day to day support functions of the Mueda field office. The following is a brief description of the role.

Generic responsibilities

  1. Responsible for the administration of the field office

  2. Manage support staff at field office level

  3. Monitor and evaluate the local security situation and report back to HSS manager

  4. Supervise the local procurement processes and transport

  5. Ensure adherence to Security and Risk Management policy and procedures

  6. Manage day to day HR & Admin, finance, logistics and security tasks of the field office

  7. Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines

  8. Coordinate and assist with budgets and costs for the field office’s shared costs and support functions

  9. Provide support in the training and development of staff

  10. Provide support to project implementation at field office level

Specific responsibilities

  1. Responsible for day-to-day administration and smooth running of the Mueda field office, including HR/Admin, Finance, Logistics/Procurement, and Security

  2. Representation of NRC with the UN, (I)NGOS and authorities in Mueda, in cooperation with the CD

  3. Promote the rights of IDPs/returnees in line with the advocacy strategy at local level

  4. Ensure adherence to organisational policies by NRC staff in Mueda, including financial, human resource, security, and logistics standard operational procedures, NRC code of conduct, and the terms of employment

  5. Manage the cash flow of the office in cooperation with the FM and CD, accounting for both programme and support needs

  6. Oversee and coordinate the management of the Mueda support budgets and ensure sufficient budget management tools are in place for the field office

  7. Participate in reviewing and updating the CMG on the changing needs of host community and IDPs in Northern Mozambique

  8. Participate in Grants Opening Meeting, after action review meeting, quarterly review meeting and ensure the project cycle management is followed in Mueda

  9. Ensure strong donor compliance, Monitoring and Evaluation (M&E) and quality control procedures are understood and entrenched in all projects

  10. Provide operational support to programme teams

  11. Raise challenges and issues faced at the field level to Project Coordinators, Managers and Country Director

  12. Other duties as assigned by technical or line management

Generic professional competencies:

· Experience working in implementation in a humanitarian context

· Previous experience working in complex and volatile contexts

· Documented results related to the position’s responsibilities

· Solid computer skills, including MS Word, Outlook and Excel

· Ability to work diligently both independently and in a team setting

· Knowledge about own leadership skills/profile

· Willingness to travel regularly to the field in under-resourced settings

· Fluency in English and Portuguese, both written and verbal required; local languages of northern Cabo Delgado an asset

Context/ Specific skills, knowledge and experience:

· Knowledge of the context in Cabo Delgado is required

· Knowledge of the circumstances, needs and challenges displacement and conflict-affected host community, returnee and IDPs face

  • Experience liaising with multiple stakeholders including government, donors, UN and NGO partners a priority
  • Significant experience in one or more fields, including, HR, Admin, Finance, Logistics, or general Office Management is required
  • Experience with strategic development, including budget management is preferred
  • Experience with project/programme start-up/scale-up an asset
  • Experience managing an office and/or field team is required
  • Candidates with a university and/or advanced degree preferred; significant field experience considered in lieu
