The “TB Innovations and Health Systems Strengthening (TBIHSS) ” project is a 5-year USAID funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection and treatment. The Project will identify and help implement proven approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care.
In Year 3, the Project’s directions were modified and attuned its implementation to the needs of the Components and Partners at the regional level. Many of the activities of the Components will be implemented in the regions and require series of undertakings of coordination, collaboration and monitoring at the ground level. There will be an increase in the demand for regional field teams to work/assist with the Components and coordinate/collaborate with various Partners in the regions where initiatives or models will be carried out. Hence, the roles and responsibilities of the Project’s regional field staff will be expanded to include Level 3 hospitals, polyclinics, health facilities or laboratories, workplaces, and local government units.
JOB SUMMARY:
The FIO will be based at the TB IHSS Office in Makati City or Cebu and will assist Project Components administer its activities in National Capital Region, Region 3, IVA, VII, Central Visayas, Philippines in coordination with the respective Regional Implementation Manager. S/he will provide technical and operational oversight to ensure that the technical assistance and expertise is provided at the facility or local level.
KEY RESPONSIBILITIES:
Provide technical direction and supervision of operations of all activities in assigned facilities in coordination with the Local Government Units (LGUs) of the province or city they are located, including the Center for Health Development (CHD) at the regional level through the RIM; following prescribed and relevant procedures and protocols
Assist in the planning, organizing, implementing, and coordinating Component activities in assigned areas
Assist in developing, coordinating, and monitoring the implementation of models/initiatives from various
Facilitate coordinating and implementing technical assistance and capacity building plans, orientations, and others in coordination with hospital management, affiliated physicians, and other collaborating partners, implementing partners, stakeholders and local government TB teams.
Assist in coordinating, organizing or facilitating meetings and events related to Component initiatives
Document and prepare minutes of the meetings
Identify technical assistance needs and plans from stakeholders in areas where initiatives are implemented and consult Component counterparts for assistance
Serve as primary point of contact in covered areas and facilitate appropriate communication with the various stakeholders at local levels by coordinating timely communications to ensure that partners and other stakeholders are updated on activities.
Enable early identification of problems or concerns relevant to Component implementation and support effective discussion/action to resolve issues raised.
Prepare expenditure reports within approved budget for planned activities and recommend modification to budget as appropriate
Consult, inform and discuss with the RIM to ensure that activities are implemented in compliance of FHI 360 and donor’s rules and regulations.
Submit timely progress reports on the implementation of Component activities in the assigned areas
Travel when needed to coordinate, monitor and/or participate in project activities.
MINIMUM REQUIREMENTS:
Experience in engaging hospitals, in coordination with the regional and local TB teams, community and organizational leaders, donors, government officials, and representatives from other organizations.
Articulate, professional and able to communicate in a clear, positive manner with stakeholders and colleagues.
Demonstrated proficiency with using Microsoft Office Suite.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to problem solve and implement corrective action as needed.
Ability to work both independently and in collegial fashion with wide range of stakeholders.
Prior experience in a NGO preferred.
Ability to work effectively, both independently and in a team unit.
Good oral and written communication skills in English; knowledge of local language will be an advantage.
Knowledge of TB/DR-TB situation in the Philippines.
Experience in TB/DR-TB programming is strongly desired.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions.
Ability to travel domestically at least 75%.
EDUCATION/EXPERIENCE:
At least a bachelor’s degree or its international equivalent or higher in public health, program management, or a related area.
At least 3 years working in health development sector assisting non-government organization (NGO) or public-sector programs.
Experience in working with key stakeholders in Philippines strongly desired.
Knowledge of USAID rules and regulations is an advantage.
