Presentation of the mission:

Action Against Hunger has been operating in Yemen since 2012, upscaling its emergency activities in 2016 due to the conflict between Al Houthi and the Saudi-led coalition. Yemen is currently facing one of the world’s worst humanitarian crises, with 80% of the population in need of humanitarian aid. Action Against Hunger has responded to multiple large-scale and interconnected emergencies: conflict, famine and a cholera epidemic, using a multisectoral approach (Nutrition & Health, Food Security, WASH and Mental Health programming) and by piloting the country’s first Rapid Response Mechanism alongside UNICEF. Donors supporting these programs are the EU through ECHO and DEVCO, UN agencies (UNICEF, WFP, UNOCHA, UNFPA), GAC, DFID, SIDA and private foundations. Focus is now on providing life-saving quality health and nutrition services, addressing the causes of hunger and undernutrition and promoting evidence-based programming through surveillance, analysis, and advocacy.

ACF is operationally working in 2 bases: Hodeida and Aden, with its coordination team located in Sana’a. In total, the Yemen mission counts 269 national staff and 24 international staff.

The needs in the country and especially in Hodeida governorate are very high and the context is challenging.

ACF Yemen is a large mission with a relatively high number of international (around 20) and national (around 280) staffs based in Sanaa, Hodeidah, Aden and Amman.

In Yemen, the security situation is volatile: active frontlines in Hodeidah and Hajjah Governorates; articulated political situation in Aden and an social and economical degradation in the whole country. Besides that, although ACF can guarantee a comfortable accommodation, it is still a very a high risk, deep field situation with highest level of security at all times.

The Field Coordinator Hodeida will have to directly line manage 2 Field Managers (1 FSL, WASH, RRM and 1 Nut&Health), 1 MEAL manager, 1 Security Manager, 1 Logistics Manager, 1 Finance Manager and 1 HR Manager.

Hodeida is located by the Red Sea and temperatures can be quite high. The guesthouse is located separately from the office. The rooms are private and personal. The building is supplied with public electricity and a generator is also available. There are other INGOs present in Hodeida, though social options remain limited due to a curfew at 6PM.

Working conditions will be dynamic and demanding.Guesthouses in Hodeida and Sanaa are comfortable will a full equiped gym. Social gatherings with other organizations are organized on regular basis.

Length of contract: 6 months, starting asap**

The position:

You ensure leadership and strategic oversight of programs and support functions (Finance, HR and Logistics); while coordinating mission’s internal risk control (including security).

More precisely:

  • You coordinate ACF country strategy implementation at field level
  • You coordinate overall implementation of program at field level
  • You manage the team at field level
  • You facilitate good relationships with the coordination team
  • You represent ACF and liaise with regional authorities, UN, NGOs at field and regional level
  • You Ensure reporting and communication

· You manage overall security and safety on the base

Do you fit with the position?

You hold a master degree in Humanitarian, Social Sciences or similar fields, with minimum 3 years in advisory position or 5 years in managerial position in international organizations. You have substantial knowledge regarding program management on the field, experience in conflict / war zone and proven reporting skills, and a strong understanding of Logistics, Finance, and/or HR procedures. ;

You have an ability to grasp a wide range of complex issues and synthetize them strategically;

You have interpersonal, organizational, multitasking and communication skills and a high capacity of work, able to overcome stress and work under pressure, with high degree of flexibility.

You are fluent in English (written, spoken, read).

Recommended:

  • Prior experience with ACF in an emergency context, in the role of Field Coordinator, Logistics HoD, or similar coordination position;

  • Experience managing security in an insecure context;

  • Arabic language skills.

Status: Fixed-term contract, provided by ACF according to the French legislation.

Remuneration and benefits:

  • Monthly gross salary from 2450€ to 2800 € upon experience.
  • Per diem and living allowance: 257€ + 359€ (cf eurocost) net, field paid.
  • * 450€ of country allowance monthly
  • 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • 6% of annual increase
  • Child allowance, limited to 5 children (1,500 € per year per child, with an annual ceiling of 6,000 €).

Transportation and accommodation:

  • Coverage of transportation costs to and in the mission.

  • Individual room in guesthouse covered

Medical coverage: 100% coverage of medical expenses + repatriation insurance.

Leaves and RnR:

  • 25 days of paid leaves per year.
  • 20 RnR per year.
  • 215 € at each RnR period (every 6 weeks).
  • Coverage of the transportation expenses to the RnR area of reference. (United Arab Emirates)

Training:

  • Free and unlimited access to the certifying e-learning platform Crossknowledge ©

  • Technical trainings at HQ or regional level (averagely 1 per year).

  • Intermission Workshop once a year.

  • Participation to external trainings costs upon eligibility of the request.

  • HEAT training.

We expect you to be a team player, be flexible and autonomous. You will support your staffs, request for support and raise concerns to the Senior Management Team and HQ in a timely fashion to ensure smooth implementation of program activities, the donor requirements and the rights, safety and protection of both ACF staffs and beneficiaries.
