Chemonics seeks a Facilities, Procurement, and Operations Manager to join its Global Health and Supply Chain Office (GHSCO) in the Operations, Finance, and Compliance (OFC) Division located in Arlington, VA. This is an exciting opportunity to play a central role in managing various aspects of facilities and office services procurement for all departments, projects, and initiatives supported by the OFC division. The manager will assist with the management of vendor relationships, coordinate with the finance and accounting division regarding leasing schedules, as well as comprehensively manage Chemonics’ assets. Responsibilities include:
Manage procurement of assets and materials pertaining to all Chemonics’ facilities, including obtaining quotes, and working with technical staff to make sure quotes are accurate, competitive, and in accordance with USG procurement and compliance regulations
Draft RFQs in accordance with USG procurement and compliance regulations
Oversee assigned long-term asset management portfolio, including management of equipment such as furniture, coffee machines, and other facilities materials as appropriate.
Coordinate with the financial analysis department to manage lease schedules and proactively plan for lease closings
Coordinate with Accounts Payable to resolve any errors in reports, statements, invoices, and payments
Maintain tracker of expiring products and recurring service costs; notify appropriate department contacts of expiration; reach out to vendors to initiate renewal processes in consultation with the operations team and technical staff as needed
Serve as first point of contact for vendor communication and ad hoc requests, escalate issues as required
Skillfully negotiate to provide the best procurement value possible; reduce costs for the organization whenever possible
Process payment requests for facilities invoices in a timely manner
Create and refine quality management system (QMS) processes for work in procurement and asset management when applicable
Stay informed regarding USG contracting and procurement standards and regulations as applicable
Assist with the modification of facilities and procurement policies related to OFC’s scope of responsibilities and services
Manage rental and utility payments for Chemonics’ properties
Produce reports for the Director of Facilities and Audio-Visual Support, including funds spent to date, forecast, and budget remaining
Assist with OFC’s initiatives and measurement of key performance indicators; contribute to measuring and reporting data
Assist in developing and maintaining Standard Operating Procedures (SOPs) for procurement
Undertake technical assignments on projects or special initiatives, both billable and non-billable, including new business
Qualifications:
Bachelor’s degree
Minimum three years of relevant work experience, including experience with complex purchasing or procurement systems/processes
Possesses a comprehensive understanding of procurement and contract management for USG regulations and guidelines
Demonstrated negotiation skills with a proven track record in reducing organizational expenses
Strong knowledge of MS Office applications
Strong data analytic skills in MS Excel, including Pivot Tables and the ability to visually present complex information
Demonstrated ability to communicate clearly, concisely, and persuasively both verbally and in writing, and deliver presentations, trainings, and facilitate meetings effectively
Demonstrated ability to solve problems creatively, multitask, work under tight deadlines, and learn new concepts quickly
Strong organization/prioritization skills and attention to detail
Demonstrated leadership, versatility, and integrity
