For more information, visit www.worldbank.org The East Asia and Pacific (EAP) Region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBG's twin goals, eliminating extreme poverty and boosting shared prosperity, having extreme poverty declined faster than any other region and the income of the bottom 40% increased. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces important challenges such as managing the largest shift in rural-to-urban population in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital. EAP comprises of more than 20 countries, including China, several other IBRD countries, IDA countries, small island states, fragile states, as well as non-borrowers. The Region is characterized by generally rapid growth, both sophisticated and low capacity borrowers, and some highly dynamic sectors. At the same time, EAP countries are faced with challenging governance environments. The Bank's program in EAP is multi-faceted and has grown rapidly in recent years: lending in FY20 is almost $7 billion; the active portfolio consists of more than 300 operations for about $36 billion; and the TF program is significant. Regional management attaches particular importance to creating a supportive work environment based on the values of teamwork, transparency, trust and client services, accompanied by professional excellence. COUNTRY CONTEXT The World Bank's Pacific department (EACNF) covers twelve countries (Fiji, Kiribati, Marshall Islands, Micronesia, Palau, Papua New Guinea, Nauru, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and is home to more fragile and conflict-affected states than any other region outside of Africa. Over the past few years, the Bank has substantially scaled-up its program and field presence in the Pacific, with a focus on initiatives that address the challenges of fragility, isolation, size and limited capacity, and create a foothold for wider development engagement with emphasis on country-specific strategies along three axes: (i) encouraging regional/global integration; (ii) building resilience against external shocks; and (iii) promoting economic reform, strengthening human development outcomes and improving service delivery. The Country Director is based in the Sydney office and oversees the other Country Offices in Papua New Guinea, Solomon Islands and Fiji, as well as Liaison Offices in Kiribati, Samoa, Tonga, Tuvalu and Vanuatu. The World Bank Suva office is a sub-regional hub for the World Bank's work in South Pacific countries (Fiji, Tonga, Samoa, Kiribati and Tuvalu). World Bank commitments to the Pacific in FY20 (including IDA/IBRD and trust funds) amounted to US$486.7 million. This brings the PNG and Pacific active portfolio to 86 activities with a total commitment of US$1.8 billion. The FY21 lending pipeline includes 16 operations, amounting to $441.8 million through IBRD/IDA and trust funds. Work across the region is informed by the relevant Strategy Documents, including the PNG Country Partnership Framework (FY19-FY23), the Solomon Islands Country Partnership Framework (FY18-FY23), and the Regional Partnership Framework (FY17-FY21) for the PIC9 (Kiribati, Marshall Islands, Micronesia, Palau, Nauru, Samoa, Tonga, Tuvalu, and Vanuatu). A Fiji Country Partnership Framework is currently under preparation. Analytical work, such as the Pacific Possible series, also forms an important foundation for work across the region. TEAM The decentralized East Asia and Pacific External Affairs (EAPEC) team is organized to deliver communications support across the region. Headquarters- and country-based teams work together to ensure alignment across country, regional and corporate communications efforts. Under the guidance of the Communications Manager based in Washington, D.C., senior team leaders manage country communications programs and provide assistance across the East Asia Pacific region as needed. The External Affairs Analyst position reports to the Manager of External and Corporate Relations for the East Asia Pacific Region (based in Washington, D.C.), and is supervised in day-to-day work by the Team Leader - Pacific Communications, who is based in Sydney. The Sydney office acts as a hub for the World Bank's work in Papua New Guinea (PNG) and the Pacific Islands (Fiji, Kiribati, Marshall Islands, Micronesia (Federated States of), Nauru, Palau, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. This position is based in Suva, Fiji. The World Bank Suva office is a sub-regional hub for the World Bank's work in South Pacific countries (Fiji, Kiribati, Nauru, Samoa, Tonga & Tuvalu). This role will be the key media/communications representative for the World Bank in Fiji and the South Pacific, working to build awareness and support for World Bank-supported activities in Fiji and the South Pacific. The role will also provide support to Pacific Communications team members in Papua New Guinea and Australia. This position focuses on media and civil society engagement/relationship management, as well as on content development and storytelling (putting human faces to projects supported/funded by the World Bank and other partners across the Pacific Islands). This position requires a highly motivated, well-rounded person who can work well independently, as well as part of a team, and who has a strong set of existing relationships across media, civil society and government, who is pro-active, flexible and who can solve complex problems and meet pressing deadlines. Roles & Responsibility: Key responsibilities of the External Affairs Analyst position include, but may not necessarily be limited to:

Identify and act on opportunities to showcase the Bank's work, programs and/or policies, with a particular focus on World Bank knowledge products such as reports and analytical work, as well as project documents, targeting key external audiences, including media, civil society and partners. Serve as a focal point for coordination of engagements with key external audiences (particularly civil society, media and governments) throughout the South Pacific. Providing advice and guidance to World Bank management and other staff on South Pacific political and civil society developments. Support monitoring of media coverage related to World Bank Group activities, as well as keeping relevant staff/teams informed on key developments across government, civil society and other development partners relevant to the World Bank Group and its work in the South Pacific (Fiji, Kiribati, Samoa, Tonga and Tuvalu). Prepare stories and content related to World Bank projects in Fiji and the South Pacific. This may include: o Project/site visits to beneficiary communities. o Video recording and interviews. o Photography, or working with supporting photographers/videographers. o Working with video editors to prepare stories for use on World Bank and partners' social media channels, as well as the World Bank website. o Preparing content for media distribution and sharing with relevant partners. Coordinate scheduling, logistics and briefings for communications activities and events (e.g., high-level visits, press conferences, seminars, etc.) involving external audiences. Respond to routine and non-routine inquiries about the World Bank from media and civil society, presenting clear communications on sometimes complex, difficult issues. Design, write, produce and disseminate communications products (e.g., media releases, feature stories, videos, photos, interviews/Q&As, presentations, briefing notes, etc.) that are strategic and consistently on-message about the World Bank's work in the Pacific and PNG. Support the wider Pacific EXT team as required at critical times such as during high-level visits or when there is a challenging communication issue to be managed.

Selection Criteria

Essential Skills

Excellent verbal and written communication skills in English. Excellent knowledge of social, political and economic development issues in the Asia-Pacific region;Solid understanding of communications approaches, tools and methodologies; Ability to work to tight deadlines and to juggle multiple tasks; Strong organizational, research and analytical skills; Ability to develop relationships with key stakeholders and build partnerships; Ability to liaise with and manage external multi-media contractors to produce high-quality products for TV, the web and social media; Some understanding of the World Bank, its policies and operations; as well as of current development topics, issues and institutions would be an advantage; Strong interpersonal skills and ability to work effectively with internal/external partners in a multicultural environment; Ability to work effectively under stress; Demonstrated willingness to provide help, assistance and support to members of the team; Ability to work independently and as part of a team; Excellent computer skills; ability to use standard Bank technology packages (such as Microsoft Office, Outlook, Aperture, etc.)

Minimum Education/Experience

Master's degree (Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science, or other related field) and two years of proven practical experience; or Bachelor's degree and five years of proven practical experience in a full range of communications approaches, tools, and methodologies essential to planning, designing and executing effective communications strategies and programs; Experience with and understanding of the Pacific's media, civil society and other stakeholders; Experience working in South Pacific countries with a deep understanding and good contacts in political and development fields in the South Pacific; Experience in the international development or international affairs sectors. Relationship Management and Political Awareness: Has moderate experience in and/or demonstrates a level of working or functional proficiency sufficient to strategize, plan, and implement the development and maintenance of relationships with critical internal and/or external constituencies to foster.
