Background:


In 2022, the Centre plans to organize field training exercises such as alpine and maritime. In preparation for the field training exercises mentioned above, the Centre seeks to hire an international expert/s in mountaineering and scuba diving, for alpine and scuba vital to the delivery of practical exercises during the training events.

Objective of Assignment:


Field training exercises involve considerable risks to the safety of trainees. To mitigate risk and ensure trainee safety, the Centre seeks to hire an international expert/s with proven technical expertise and extensive experience in the field to develop technical specifications for alpine and scuba equipment. The list of equipment to be designed must ensures trainees’ safety and the effectiveness of the training.

Tasks and Responsibilities:


Under the overall supervision of the Centre’s Project Manager and the National Project Officer, the successful candidate will be tasked with the following duties:

1. Develop technical specifications in consultation with the State Border Service of Turkmenistan for:
- alpine equipment and gear;
- scuba diving equipment and gear.

2. Due attention must be given to safety aspects of equipment and gear while developing technical specifications. Specifications must be generic, clear and comprehensive. They must not be too restrictive or tailored to a specific brand product.

3. The list of equipment must be sufficient to achieve the training objectives while staying on budget.

4. Submit a detailed list of equipment and gears with specifications for alpine and scuba diving training events in English or Russian to the National Project Officer within (how many days/weeks) after contract signature.

5. Determine technical evaluation criteria for the equipment and minimum sufficient requirements to the bidding companies.

6. The same international expert/s will be involved in the procurement process during the technical evaluation process to ensure consistency and the best value for money. In concrete terms, the incumbent will evaluate offers made by the bidders against the pre-determined technical criteria.

7. In addition, the incumbent will participate in Due Diligence check of successful bidders to ensure the OSCE regulatory compliance by providing expert advice. A technical evaluation and a due diligence procedure may occur tentatively in the third quarter of 2022. Before undertaking a technical evaluation assignment, the incumbent shall sign the OSCE Supplier Code of Conduct according to the OSCE rules.

The Expert will work remotely via computer link (email and video conference as required)

Deliverables:

Submit a list of equipment and gear with full technical specifications in accordance with OSCE CRMS for planned alpine and scuba diving training events in English to the National Project Officer within (how many days/weeks) after contract signature. Submit a technical evaluation report following the OSCE Centre’s in Ashgabat template and a vendor due diligence report tentatively in the third quarter of 2022.

Necessary Qualifications:

First-level university degree in one or more of the following fields: international relations, international law, military affairs, border security and management. Professional border police, police, customs or military experience. Minimum 12 years of mountain climbing and scuba experience. Knowledge of mountain climbing and scuba techniques developed over a series of special operations during his/her career. International certification in mountaineering and scuba is required. Experience in developing and delivering training in tactical and technical matters. Experience in dealing with international organizations and foreign law enforcement agencies is an asset. Concrete experience relevant to the current assignment is mandatory, where the Expert was involved in peace-building operations or monitoring missions in the capacity of a Security Adviser. Professional fluency in oral and written English and/or Russian. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the duration of the assignment and the selected expert/s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates. Minimum remuneration is 475 EUR per day subject to budget availability.
