Background information: The PCU project "Supporting the Ministry of Internal Affairs of Ukraine in preventing and combatting illicit trafficking of weapons, ammunition and explosives" is implemented in cooperation with the Ministry of Internal Affairs of Ukraine (MIA) and National Police of Ukraine (NPU). The project will contribute to the MIA in developing an effective, resilient, and sustainable system that addresses contemporary and forecasted concerns and challenges related to illicit trafficking in WAE in all its aspects. The project main objective is to support the Ministry of Internal Affairs of Ukraine in preventing and combatting illicit trafficking of weapons, ammunition and explosives (WAE) in all its aspects. In particular, within the project's activities, it is planned to improve the processes of coordination and cooperation in the MIA's system agencies in order to tackle prevention and combatting of illicit trafficking of WAE more efficiently and effectively. The "Needs Assessment" and technical consultations carried out in 2018-2019 between the OSCE Secretariat and the MIA underlined that the foundation for success lies in comprehensive and coordinated government led approach guided by a strategic vision as well as in overall programme governance (coordination mechanism), which should inherently encompass multi-agency efforts through national coordination body (working group on MIA Small Arms and Light Weapons control) headed by the MIA, technically supported by the international element such as the OSCE.

Please note that this is a consultancy assignment of a temporary nature. The consultant will be required to work from home with the ability to travel if necessary.

Task: The selected expert is expected to work in close co-operation with the project staff of the OSCE PCU. Consultant will be responsible for performing the following tasks:

  • elaboration and generalization of proposals on improving the processes of coordination of actions and cooperation of the MIA system agencies in order to prevent and counteract the illegal trafficking in WAE;
  • participation in the meetings of the working groups, special meetings with representatives of the MIA and NPU, international and national experts; preparation of the initial report and recommendations on improving the interdepartmental coordination and cooperation of the MIA system agencies on WAE;
  • introduction of mechanisms for coordination of actions and cooperation, in particular, improvement of activity (creation of the MIA Small Arms and Light Weapons (SALW) Working Group (WG)), assistance in harmonization of planning, development, implementation (including monitoring and control) and evaluation of joint strategic and operational measures;
  • raising the level of awareness on the activities of the MIA SALW WG in Ukraine, providing recommendations for improving (creation) its activities and expert support in this matter;
  • organization of trainings for mastering the strategic approaches, including situational analysis, planning of operations and communication in crisis situations for the purpose of SALW control;
  • organization of trainings on data collection and analysis, including risk and threat assessments;
  • harmonization of national statistical indicators and official national statistical reports on illegal possession of WAE, their illegal use and trafficking in all its aspects in Ukraine;
  • strengthening the analytical capacity of institutionalized analysis of data on illicit firearms in accordance with international standards and best practices, based on the results of assessments conducted before and after the trainings;
  • introduction of common methods of collecting, analysis, comparing and using official statistics, common and comparable performance indicators, as well as a common format required for automated exchange of information on illegal possession of WAE, their illegal use and trafficking;
  • other duties that might arise in connection with the above.

Necessary Qualifications:

  • University degree in law enforcement, IT or other related field;
  • Minimum 5 years of experience in law enforcement, building the IT systems for the MIA system agencies;
  • Knowledge of the Ukrainian law-enforcement structure and legal framework;
  • Experience in the field of combating the illicit trafficking in WAE;
  • Experience in developing and implementing national regulatory frameworks, concepts and strategies as well as operational plans;
  • Analytical, research, reporting, communication, documentation and presentation skills;
  • Excellent knowledge of Ukrainian including excellent communication and drafting skills (English will be an advantage);
  • Computer literate;
  • Flexibility and ability to work under pressure in a challenging environment and within limited time frames.

Remuneration Package:

According to the PCU consultancy fees guidelines.
