We are looking for an experienced Data and Information Governance Officer to help enhance the organisation-wide development, implementation and coordination of data and information governance related policies, procedures, initiatives and activities as part of the Corporate Governance and Internal Policies division within the Secretary General's department.

The Corporate Governance & Internal Policies division leads a wide range of governance-related functions across the ESM, including the ESM internal control framework, the ESM data governance framework, and the continuous development of the organisation's information management policies and practices (e.g. confidentiality marking of documents, records management, and archiving). The selected candidate will report directly to the Head of Corporate Governance and Internal Policies.

The European Stability Mechanism ("ESM") is the permanent crisis resolution mechanism for euro area countries. It provides financial assistance to Members facing financing difficulties. European leaders have agreed to an expanded mandate for the ESM, which it will implement in the years ahead. The ESM will have a stronger role in the analysis of financial stability risks and design of policy measures in programmes, jointly with the European Commission; it will provide the Single Resolution Board with a financial backstop to support effective and orderly resolution of banks. In the context of the current Covid-19 crisis, the ESM has established a precautionary credit line as one important element in the joint European response to the pandemic.

KEY ACCOUNTABILITIES

Data strategy:

  • Together with other key stakeholders, define the ESM data strategy on three pillars: data acquisition, data storing, data usage;
  • Develop a data governance implementation roadmap, proposing strategic priorities that enable the ESM to transform into a data-driven organisation;
  • Support the maturing of the ESM information management by identifying areas for improvement and proposing effective and innovative solutions for information management;
  • Ensure clarity on data usage possibilities, limitations and ambition throughout the organisation, by developing and maintaining an organisation-wide data assets catalogue and enabling internal sharing, combining and reusing of data assets.

Data and information governance:

  • Participate in the definition, implementation, and periodic reviews of ESM internal policies related to data and information governance;
  • Actively support the roll-out of the agreed data governance framework, with a focus on improving data quality through modifications to organisational behaviour, policies, processes, metrics, and data architecture;
  • Liaise with internal stakeholders to ensure that business requirements for protecting critical data elements are clearly defined, and that they are considered part of the operational prioritisation and planning;
  • Serve as the escalation point for data quality issues, and work closely with divisions across the three lines to improve data assets' quality and value;

Data and information-related projects:

  • Coordinate and/or contribute to data and information related projects and initiatives;
  • Coordinate and supervise external service providers, which may be used to support the implementation of various data and information related projects and initiatives;

Other:

  • Promote good data and information governance culture by developing and delivering ongoing training to staff at all levels.
  • Conduct research, prepare memos, and develop the institutional knowledge regarding data and information governance, relevant to the ESM's operations.
  • Cultivate and foster relationships with counterparts at peer institutions.

KEY BACKGROUND & EXPERIENCE

  • University degree in business administration or other relevant discipline
  • A strong background in data and information governance, and relevant industry standards, best practices, and IT solutions
  • Excellent understanding of information lifecycle management, data governance and stewardship of best practices, and data integration concepts
  • Proven experience in successfully developing and implementing a wide variety of data and information related projects and initiatives in different organisational settings, substantiated by relevant examples
  • Ideally between 6 to 10 years of relevant post-qualification experience in a financial institution, consulting company, or international organisation
  • Knowledge of IT architecture, systems, and solutions (e.g. document management systems, data storage and access, data quality checks, encryption)
  • Demonstrated ability to work in a multicultural environment with a wide range of different stakeholders
  • Excellent oral and written English skills; any additional language would be an asset

Contract duration : two- to three-year fixed-term contract, with possibility of extension
