OBJECTIVES OF THE PROGRAMME

WHO in India is committed to maximize the use of national and international talents in recognition of excellent human resources available in the country through a transparent process of appropriate staffing mix and recruitment. WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.

Underlying Values and Core Functions of WHO

WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage; (ii) health related sustainable development goals; (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities; (iv) implementing the provisions of the International Health Regulations (2005); (v) increasing access to quality, safe, efficacious and affordable medical products; (vi) addressing the social, economic and environmental determinants of health. The South-East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India's population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand, and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

Mission of the WHO Country Office for India:

Within the framework of the WHO's Country Cooperation Strategy, the mission of the WHO Country Office is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

 

DESCRIPTION OF DUTIES

Under the overall guidance of the National Professional Officer (HR), NO-C, and the direct supervision of the National Professional Officer (HR), NO-A, the incumbent performs the following duties:

1. Participate in the CO's HR Planning exercise and ensure that the recruitment activities are in line with the approved HR Plan; same for the recruitment activities related to non-staff in line with the approved budget.

2. Oversee the recruitment area and ensure that recruitment and selection activities are following due process and are in line with the related policies.

3. Supervise, guide and train the HR Associates and HR Assistants involved in recruitment and selection activities.

4. Guide hiring managers on the most appropriate way of filling staffing needs and usage of most appropriate contractual modalities.

5. Verify that requests for consultants are in line with the related policy; that due process was followed and advise hiring units accordingly.

6. Plan and prioritize the recruitment activities with the hiring managers in line with senior management defined priority list.

7. Monitor the recruitment and selection activities against the set and agreed timelines and ensure that timely actions are taken on future planned vacated positions.

8. Ensure that the recruitment tracking tool is up to date and that hiring managers have access to their respective recruitment activities.

9. Participate in selections as HR Representative.

10. Examine complex cases, provide comprehensive reviews and recommendations.

11. Provide guidance and quality input to hiring managers on Position Descriptions (PD) / Vacancy Notices / screening questions; ensure quality verification on content and consistency across the technical units.

12. Assure completion of after selection procedures by the team: medical examinations, releases / clearances from Government as applicable up to regret messages.

13. Conduct briefing sessions for staff and non-staff on competency-based interviewing.

14. Train hiring managers and collaborators on short-listing candidates.

15. Propose innovative ways to outreach and attract qualified applicants.

16. Establish and maintain rosters.

17. Verify quality of selection reports.

18. Liaise with SEARO HR colleagues on recruitment / selection / staffing matters.

19. Perform other related duties as assigned.

 

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education.
Desirable: University degree is an asset. Training in the field of human resources is an advantage.

 

Experience

Essential: At least 10 years of progressively responsible experience in administrative positions.
Desirable: Experience in human resources management is an asset.

 

 

Skills

Good knowledge of the Organization's structure and the functions of the support programme and technical units, including knowledge of administrative and human resources procedures and ability to understand / interpret staff rules and regulations, manual provisions correctly. Demonstrated ability to draft correspondence, position notes and reports. Ability to guide subordinate staff.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,630,025 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
