Forcier intends to bid on the evaluation of the Madagascar Social Protection, Resilience and Country Capacity Strengthening (CCS) Project. This evaluation will focus on Madagascar’s strategic shift towards resilience programming, the progress made in supporting a national shock and gender-responsive social protection system, and the impact of capacity-strengthening work.

The Evaluation Manager will be responsible for:

  • Management of all aspects of the evaluation, including ensuring outputs adhere to WFP DEQAS.
  • Leading the evaluation mission and representing the evaluation team with the client and stakeholders.
  • Defining the evaluation approach and methodology together with the Lead Researcher.
  • Development of the Evaluation Matrix with inputs from team members.
  • Drafting and revising, as required, the inception report.
  • Lead in designing the outline for the final report.
  • Drafting and revising the evaluation report in line with DEQAS.
  • Leading discussions on findings and conclusions, drafting of recommendations.
  • Presenting preliminary findings to stakeholders.
  • Work closely with the other members of the research team to ensure that the methodology is applied as per the approved inception report.

Requirements

The Evaluation Manager is required to have:

  • Fluency in French & English
  • Substantial previous experience on WFP Evaluation as an Evaluation Manager
  • In depth understanding of WFP DEQAS
  • A minimum of six years of experience conducting and leading evaluations in Africa
  • Subject matter specialization in social protection & resilience

The following characteristics would be desirable:

  • Experience conducting evaluations in Madagascar
  • Knowledge of gender-responsive social protection systems
