Flexible working: We believe flexible working is key to building the Secretariat of the future, so we’re open to talking through the type of working arrangements that might work for you. We think this role would work particularly well partially home-based and on an 80% basis.

Oxfam International EU Advocacy Office is looking for an EU Health Policy and Advocacy Advisor. This post will be part of the Oxfam International EU Advocacy Office which is based in Brussels, Belgium, as well as part of the global Peoples Vaccine Alliance (PVA).
The Oxfam EU team focuses on the EU institutions, primarily the European Commission, Council and Parliament, advocating for sustainable, inclusive, and accountable programming and policies. The team also acts as a service hub for the Oxfam Confederation, supporting country offices and partners to engage with the EU in Brussels and in countries (through EU Delegations), as well as coordinating efforts amongst European affiliates regarding European policies.
The People’s Vaccine Alliance is a coalition of over 75 organizations, with the support of over 170 (former) Heads of State, Nobel Laureates, health experts, faith leaders and economists, fighting to end vaccine apartheid. They are campaigning for a ‘People’s Vaccine’ for COVID-19, based on shared knowledge and freely available to everyone, everywhere -a global common good.
This post will contribute to the policy and advocacy development and implementation of Oxfam’s work on health inequality. The position will lead on influencing EU targets on vaccine inequality and other health related issues, focusing on two strands of work:
1) Support the development and implementation of Oxfam’s and the PVA’s policy and advocacy strategy with the European Union and its member states on health and public services, including access to vaccines.
2) Support the work of the Peoples Vaccine Alliance at EU level and within EU member states, working close with the PVA Global Campaign Coordinator

We are looking for candidates that have knowledge of and experience in policy work on public services (especially health and access to medicines). The candidate should have demonstrable oral and written communication skills for advocacy and media purposes as well as experience developing power analysis, advocacy strategies, and theories of change, including awareness of political sensitivities. Strong research skills and ability to analyze and translate evidence for use in influencing should be supported by strong interpersonal and people skills.
The position will require candidates with the ability to work collaboratively and flexibly, and set priorities in a hard-working and international team, while also able to take initiative and work under pressure with limited supervision. Knowledge of the European Commission, European Council and World Health Organization, including on mandates, ways of working, and how to influence them is critical to the position. Fluency in written and spoken English is essential (at C2 level). Candidates should have a clear commitment to Oxfam’s mission to fight for social justice and against inequality, including demonstrable understanding, experience of, and commitment to gender equality and diversity
