Context

The Ethics and Conduct Office (ECO) promotes a robust ethical culture at IOM based on the Organization’s shared core values. It works to promote and uphold the Organization’s values, including the highest standards of conduct and professionalism, in line with IOM’s Standards of Conduct and related policies. ECO provides impartial advice and counsel to the Organization and all IOM personnel about ethical issues and the Standards of Conduct.

Under the direct supervision of the Head, Ethics and Conduct Office and working closely with the other members of the ECO team, the staff member will be responsible and accountable for helping achieve ECO’s goals.

Core Functions / Responsibilities

  1. Assist the Head of ECO in the fulfilment of the mandate and responsibility of ECO.
  2. Analyse, track and conduct preliminary inquiries regarding retaliation complaints.
  3. Propose, request and implement adequate protection against retaliation measures for IOM personnel, as needed, in collaboration with relevant departments and units, IOM managers, and based on ECO’s initial assessment of retaliation.
  4. Draft prima facie case findings for submission to the OIG for full investigation.
  5. Provide substantive and procedural advice to staff members and missions regarding engagement in outside activities, acceptance of gifts and conflicts of interest.
  6. Develop and implement appropriate conflict of interest and financial disclosure requirements for IOM’s senior managers, working in collaboration with relevant IOM units and departments. Maintain a record and track all relevant submissions.
  7. Draft and update IOM’s instructions, policies, guidelines and procedures and provide advice on internal and external stakeholders’ requests for ECO’s comments on the same type of documents, as needed.
  8. Develop and conduct related ethics training for IOM staff members and managers. Liaise regularly with the Missions and Staff Development and Learning Unit to assess training needs.
  9. Enter data into, update and maintain the ECO case tracking system.
  10. Draft reports of activities and trends analyses based on ECO databases.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience

Experience

  • Experience in the field of Ethics, Legal, Compliance/Oversight programs or Human Resources with an international organization or a multinational financial institutions;
  • Experience dealing with misconduct in an international setting;
  • Strong knowledge of administrative law;
  • Demonstrated high level of discretion, professionalism, confidentiality and integrity;
  • Demonstrated experience in training and managing heavy and diverse workload;
  • Field experience is a distinct advantage.

Skills

  • Ability to analyse legal issues in an organizational context

Languages

IOM’s official languages are English, French and Spanish. For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.

Internals of the Organization and NMS candidates will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.

The appointment is subject to funding confirmation.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates endorsed by the Appointments and Postings Board will remain eligible to be appointed in a similar position for a period of 24 months.

Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
