Economic Strengthening (ES) Technical Specialist

FHI 360 is recruiting qualified candidates for an Economic Strengthening (ES) Advisor position for an upcoming PEPFAR/USAID-funded Orphans and Vulnerable Children (OVC) project in Mozambique. This position will be based in Maputo or Gaza, seconded to a local prime partner (OCSIDA).

Job Summary:

The Economic Strengthening Advisor will be responsible for providing technical assistance to Mozambican OVC prime organizations and their local implementing partners (LIPs) in the design and implementation of strategies and interventions to improve the economic stability of OVC households, as well as the economic empowerment of AGYW and their households supported under DREAMS. The Economic Strengthening Advisor will guide and support local organizations in the implementation of a range of PEPFAR-approved evidence-based interventions that have proven effective in improving the economic stability of vulnerable households, and the economic empowerment of AGYW, such as: social protection and livelihoods and savings and financial access. The Economic Strengthening Advisor will lead capacity building efforts and facilitate and support the coordination and execution of activities under the ES component of the program.

Key Responsibilities

  • Support the implementation of household economic strengthening (HES) technical capacity assessments among local organizations and the development and implementation of capacity improvement plans.
  • Provide capacity building and mentorship to local organizations based on their individual ES capacity development needs, with a focus on implementation and management of community-based interventions such as: savings groups (for OVC/AGYW caregivers and AGYW) and financial literacy.
  • Provide technical support in the design and implementation of Economic Strengthening strategies and activities, particularly using the Village Savings and Loans Associations (VSLA) methodology, ensuring they are in line with state-of-the-art, globally-recognized best practices for addressing the needs of AGYW, OVC, and their caregivers. This includes making sure all ES strategies are gender-sensitive and promote gender equity.
  • Collaborate with other technical staff responsible for OVC Comprehensive activities to ensure that OVC household care plans incorporate economic and food security considerations and promote graduation.
  • Support and facilitate linkages with other relevant sectors and service providers to increase access to ES services and support for program beneficiaries (e.g., government, social protection programs, vocational training institutions). This will involve supporting local organizations in engaging the private sector in economic strengthening activities for greater and sustainable impacts.
  • Design, plan and implement capacity building activities (e.g., training, mentoring, coaching) for local organizations’ technical staff and community cadres responsible for ES activities and interventions.
  • Support local organizations in the development of ES technical guidelines, standard operating procedures (SOPs) and tools to ensure standardized approaches in the implementation of ES interventions across organizations and project sites.
  • Conduct supportive supervision to ensure adherence to ES guidelines, quality standards and SOPs.
  • Closely monitor local organization’s performance on ES outcomes and assist them in addressing any programmatic gaps and performance issues through quality and performance improvement approaches.
  • Support local organizations to ensure the timely documentation and dissemination of promising practices and lessons learned in the implementation of ES interventions.
  • Support local organizations to utilize data to inform decisions and foster learning and innovation.
  • Support coordination and collaboration efforts with other PEPFAR (clinical and community partners) on ES interventions.

    Basic Requirements:

    • Bachelors’ degree plus 2 extra years of experience in economics, social sciences, international development, or a related field preferred; gender studies or experience will be an advantage.
    • At least six (6) years of experience designing, implementing, and monitoring household economic strengthening activities, especially VSLA, working in multifaceted and complex international development programs. Experience within PEPFAR funded OVC and/or DREAMS programs strongly preferred.
    • Solid knowledge of household economic strengthening and frameworks.
    • Strong experience in providing technical assistance and mentorship
    • Demonstrated ability to work effectively with a range of stakeholders including government representatives, local community organizations, donors, and other stakeholders.
    • Demonstrated success providing effective technical assistance to local organizations.
    • Excellent communication, interpersonal and writing skills
    • Ability to work independently and manage a high-volume workflow.
    • Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
    • Native Portuguese speaker. English language skills preferred
