Overview of position

Yemeni people are facing irregular and insufficient access to safe water, sanitation and hygiene (WASH) provisions. An estimated 15.4 million people (including over 3.4 million women and 8.4 million children) require support to meet their basic WASH needs during 2021, of which 8.7 million are in acute need. Infrastructure Damage from conflict, the effects of climate change and natural hazards, the deteriorating of the socio-economic situation and impact on imports have left water and sanitation systems struggling to meet the basic needs of populations. An estimated 49 per cent and 42 per cent of Yemenis have no access to safe water and adequate sanitation respectively. Alongside significant population displacement and increasing poverty, communities are forced to resort to negative coping mechanisms in relation to WASH access and behaviors. Such critical WASH conditions are significantly heightening the risk of malnutrition, increasing the WASH related disease burden and outbreaks including, cholera and dengue.

Against above mentioned background, CLIENT has revised the Programme Strategy for 2021-2022. The strategy highlights the positive contribution that CLIENT WASH programming will make to address children’s right to basic human right of safe drinking water, adequate sanitation and hygiene awareness.

The overall purpose of CLIENT Yemen’s WASH programming is to ensure that more children, especially the most vulnerable, are provided with access to basic human right commodity. The WASH programme will continue according humanitarian emergency response top priority, particularly in high severity areas (disease outbreaks, malnutrition and IDPs influx) and those experiencing an emergency, necessitating a relief intervention for addressing lifesaving needs in the immediate term. Simultaneously, the WASH programme will explore every opportunity to pursue stronger links between humanitarian and development programming through strengthening the resilience of local institutions and capacity building of local communities to advance durable solutions in a cost-effective manner by preserving the existing structures.

WASH facilitators will be in direct touch with all partners in their respective governorates. WASH construction facilitators will assist CLIENT WASH specialists/officers in the field office in the preparation of water and sanitation infrastructure projects documents through data collection, technical assessment, project scoping also in the preparation of projects initiation documents including need assessment report, bill of quantities, cost estimation and input to Environment and Social Safeguard instruments. Following up and monitoring of ongoing WASH activities, conducting rapid situational and technical assessments as and when required, and coordinating with CLIENT staff to implement any emergency activities which ensure continuity of delivering the basic services for more vulnerable people. A total of 5 WASH facilitators are required to provide the required technical support to different Field.

Role objectives

The facilitator will work under the guidance and supervision of the respective WASH Specialist/Officer in the assigned geographical areas by performing the following tasks:

• Conduct initial situational and technical assessments of WASH situations and infrastructure as may be required during emergency and in hard to reach areas.

• Monitor the implementation of project/programme activities, including Annual Work Plan/Project or Activity plan/Contract/PCA; progress reports; and project inputs, and assists in ensuring that the project is implemented in accordance with the plan and standards.

• Assist in implementation and follow-up of project/programme activities related to emergency preparedness and response and on preventative WASH infrastructures

• Assist in implementation and follow-up of CLIENT fuel support to LWSCs’ focusing : Record all fuel dispensed against every water facility and track this over time, reconcile total fuel distributed against total water produced per each facility, relate the amount of fuel distributed to facilities to the M3 of water produced and monitor water availability at Household level which includes ( regularity of water distributed, quantity of water received from LWC’s and satisfaction of water supply (regularity /quantity).

• Report on actual or possible deviation from the project/ activity plan (i.e. standard and schedule) and recommends course of corrective actions.

• Conduct physical verification of progress/completion of implementation of project/programme activities.

• Inspect warehouses of partners to verify quantities of WASH supplies including fuel in stock or dispatched as may be delegated by Client staff

• Participate in WASH coordination meetings at governorate and district level and other WASH functions as may be delegated by CLIENT staff

• Assist and represent CLIENT in the inceptions/initiations of new WASH projects and during handover activities of completed projects including participation in handover visits, review of final report and issuance of substantial and final completion certificates and any other relevant task as may be delegated by CLIENT staff

• Coordinate with the government counterparts/NGOs/CBOs for documentations that are necessary for project/programme identification and selection, implementation; processing of payments; and confirmation/verification of completion of project/programme activity.

• Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services.

• Ensure that action is taken to mitigate priority water and sanitation related health risks.

• Help identify needs for non-food items relevant to hygiene, participate in the choice of items, targeting strategy, promotion of effective use and post-distribution monitoring.

• When needed to supervise WASH activities of partners in line with relevant standards, codes of conduct, and humanitarian principles.

• Supervise Hygiene Promotion activities and WASH NFI distribution and resources so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.

• Drafts relevant progress, status, and situational reports on regular basis with recommendations.

• Assists in the procurement and contracting process and the identification and selection of technical supplies and equipment and monitoring of WASH supplies and contracts chain.

• Facilitates and compiles training and orientation materials for those involved in programme implementation, including partners, counterparts, donor and media visits.

• Participate with the partners to analyses engineering mechanical or electrical designs of pumps, motors, transformers, or generators or other electromechanical works.

• Select electrical or mechanical equipment, materials, components, or systems to meet functional specifications.

• Ensuring that installation and operations conform to contracted standards and specifications.

• Review and check payments accuracy according to HACT + procedures, by verification of payees lists, implemented activities and confirmation of activities are done according to the plan, support CLIENT staff in auditing the invoices and verification of its consistency with progress reports and actual achievement.

• Undertakes any other tasks as requested by Supervisor.

For WASH construction and rehabilitation projects, WASH in institutions (health and schools) the tasks will be as follow:

• Under the guidance of WASH specialist and officer and in close coordination with WASH construction manager, discuss water and sanitation proposed interventions (scope, impact, risks, duration, location) with Local Water and Sanitation Corporation (LWSC) technical staff, health and education personnel, local authorities to identify the needs and gaps.

• For project preparation and planning phase, Undertake data collection of all relevant and required information to prepare (need assessment report, and Social and environmental safeguard Instruments).

• Review technical documents, bill of quantities, design document, drawings and any other information provided by LWSC related to these proposed projects.

• Conduct site visit to assess and verify the needs on the ground, conduct technical assessment of the water/sewerage/school and health facility, evaluate existing operational condition, verify the scope of work required to ensure efficient and effective performance post intervention.

• Prepare project documents, (need assessment report, bill of quantities, drawings, project ToR, utilization monitoring plan whenever necessary) supported by data collected and information gathered

• Follow-up discussion with LWSC, health and school or education staff to finalize scope of work/BoQs based on site visit outcomes and to finalize cost estimation of the BoQs.

• Participate in bids technical evaluation if required.

• Facilitate site handover to the contractor in consultation with LWSC, health and education departments, local authorities in order the contractor start construction and rehabilitation works.

• Conduct regular site visits to the projects and undertake supervision and monitoring of implemented works against the defined scope of work as per the BoQs and drawings, assess work progress and quality of work and report any constraints related to project implementation to WASH construction manager and/or construction unit as per the agreed schedule

• Under site supervision provide all necessary guidance and instructions to the contractor and ensure contractor’s compliance with the technical specification in the BoQs, and contract terms and conditions. This includes testing and verification of implemented and completed works during project milestones.

• Report any breach in CLIENT’s contract, terms and conditions, or any violation to CLIENT’s code of conduct and violation to Environmental and Social safeguard, health and safety measures.

• Ensure the implementation of environmental, health and safety mitigation measures listed in ESS instruments on site are implemented by the contractor as per the Environmental and Social Clauses in the contract.

• In case work supervision is conducted by an engineering firm, the role will be limited to monitoring of work progress only and report if there is any issues related to PSEA, quality of materials and work implemented or ESS instruments.

• Submit bi-weekly progress reports and update on project implementation whenever required.

• Assist/facilitate joint monitoring committee (CLIENT, LWSC/Ministry, Contractor/supplier) representatives during work measurement or monitoring visits also participate in the pre-liminary and final handover process.

• Ensure all pending comments raised during the preliminary handover are satisfactorily completed by the contractor before the final project take over.

• Responsible for project documentation by ensuring all project documents and records are well maintained and filed. Also, project’s tracking sheet are updated.

• For supplies delivered to LWSC warehouses and stores, ensure the implementation of CLIENT utilization/installation plan, monitor the quantity still in stock at LWSC warehouses and conduct site visits to evaluate the implementation works and report impact

• Project reporting

• Reports on the assigned tasks regularly/weekly and monthly basis and/as requested

• Collects and analyzes data for the Situation Analysis, programme/project planning - Follow up, Monitoring Field WASH activities

• At project preparation phase ensure project’s objectives are (S.M.A.R.T) Specific, Measurable, Achievable, Realistic and Time bounded and in line with CLIENT RWP and priorities.

• Project documents (need assessment report, priced BoQs, drawings, technical specifications and project general and specific terms for tendering, inputs to safeguard instruments) are well prepared and timely submitted.

• At the implementation phase and through site supervision, ensure quality and timely implementation of work.

• Reporting, ensure all relevant data for project design are collected and consolidated in the Need Assessment Report. Work progress reports are submitted in timely manner to WASH specialist and Construction manager and/or Construction Unit.
