Organisational Setting and Reporting

ORGANIZATIONAL SETTING

ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality and the global climate. This position is situated in the Climate Change Section (CLC) within the Air Transport Bureau (ATB) in ICAO. CLC is responsible for supporting the development of policies, conducting studies and providing guidance on measures to address aviation's contribution to climate change, including sustainable aviation fuels, market-based measures (MBMs) and international cooperation on climate change. It also provides support to the Assembly, the Council and its Advisory Group on the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), as well as the technical work related to climate change conducted by the Committee on Aviation Environmental Protection (CAEP) and Technical Advisory Body (TAB).

REPORTING

The incumbent will serve as a policy advisor and technical expert in the field of MBMs and is under the supervision of the Chief, Climate Change Section (C/CLC). In this capacity, the incumbent will provide support to the development and updates of ICAO Standards, policies and guidance material related to the CORSIA including the support to TAB, and capacity building and assistance to Member States for the implementation of the CORSIA.

Responsibilities

Function 1. Manages and coordinates the development of Standards and Recommended Practices (SARPs) and other supporting guidance material related to the emissions units (carbon credits) under CORSIA implementation, achieving results such as:

  • Serve as the Secretary of TAB by managing and coordinate the work of TAB, which undertakes the technical assessment of emissions unit programmes in light of the CORSIA Emissions Units Criteria (EUC) and makes recommendation on CORSIA eligible emission units, for consideration by the ICAO Council.
  • Support the Secretary of CAEP WG4 on CORSIA, in particular on issues related to emissions units, such as the supply, demand and price of emissions units in carbon markets, and the update of CORSIA Emissions Units Criteria (EUC).
  • Support the discussion of relevant ICAO bodies, if any, regarding the governance structure in the Organization for the assessment of CORSIA eligible emissions units.
  • Manage the ICAO website dedicated to the work of TAB and CORSIA eligible emissions units, in order to keep the TAB progress and ICAO decisions on CORSIA eligible emissions to be published in a timely manner.

Function 2. Manages and coordinates the assessment of emissions units and carbon markets, achieving results such as:

  • Conduct, review and follow-up relevant studies and undertake research related to emissions units and carbon markets generated by various emissions unit programmes, mechanisms and projects, including those existing and under development by the UNFCCC Paris Agreement, and coordinate the results as required.
  • Conduct, review and follow-up relevant studies and undertake research on specific issues related to the CORSIA eligible emissions units including their availability and price in carbon markets, and coordinate the results as required.
  • Support other issues related to the CORSIA eligible emissions units and carbon markets, as required.

Function 3. Conducts capacity building and assistance activities under the ICAO Assistance Capacity-building and Training for CORSIA (ACT-CORSIA) programme, achieving results such as:

  • Organize Headquarters (HQ) and regional seminars related to the CORSIA implementation, and contribute to the seminars particularly on issues related to CORSIA eligible emissions units and carbon markets.
  • Develop outreach material, such as training kits and practical guidelines/manuals, and contribute to the outreach material particularly on issues related to CORSIA eligible emissions units and carbon markets.
  • Provide support for the implementation of ICAO ACT-CORSIA partnerships, in close coordination with supporting and requesting States involved, and with ICAO Regional Office focal points.
  • Represent ICAO at international meetings that are relevant to CORSIA eligible emissions units.
  • Prepare responses to public enquiries on the CORSIA, presentations to interested parties, technical studies, publications and articles, as necessary.
  • Assist in the administration of websites dedicated to the CORSIA implementation to be published on the ICAO website.

Function 4. Assists in the planning and execution of overall ICAO activities for the implementation of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), achieving results such as:

  • Support the planning, monitoring and reporting progress of overall ICAO activities for the CORSIA implementation in accordance with the decisions made by the Assembly, Council and its Advisory Group on CORSIA (AGC).
  • Support the governance and deliberative bodies of the Organization, including the Assembly, Council, AGC, CAEP and TAB, on issues related to the CORSIA implementation.
  • Closely follow developments in other UN bodies and international organizations (e.g. UNFCCC, IMO) on market-based mechanisms and carbon markets, and ensure appropriate follow-through.

Function 5. Coordinates the development, and preparation, of documentation related to the CORSIA, achieving results such as:

  • Working papers, scenarios, reports, minutes, etc. related to CORSIA, to the Assembly, Council, AGC, CAEP, TAB and other bodies of the Organization, for the approval of C/CLC.
  • Prepare summaries of main developments in other UN bodies and international organizations (e.g. UNFCCC, IMO) on market-based mechanisms and carbon markets, for C/CLC.
  • Update CLC-related documentation as necessary and prepare memos and reports on CLC-related activities.
  • Monitor the other activities of ICAO and provide inputs, as necessary, to ensure that environmental considerations and implications are taken into account during the development of recommendations from other areas; keep C/CLC informed of these developments.

Function 6. Performs other related duties, as assigned.

Professionalism: Knowledge of international environmental policies, in particular, those that relate to aviation emissions, carbon markets and climate change and ICAO Assembly Resolutions relating to aviation environmental protection. Knowledge of and experience in the development and preparation of documentation and guidance material in the field of environmental protection. Knowledge of the main international treaties, conventions, policies and measures to reduce emissions through economic instruments. A general knowledge of the generation and measurement of aircraft engine emissions, their impacts on the environment, and mechanisms for mitigating such impacts. Familiarity with the role of ICAO and of other international bodies active in the environmental field and with the work of the CAEP working groups, in particular on MBMs. Familiarity with ICAO Annexes and other ICAO documents. Education

  • A first-level University degree in aeronautical/environmental engineering, environmental science, science, law or a related field is required.

Work Experience

  • Ten (10) years or more in the environmental field, within a government, manufacturing industry, international organization, airline, or relevant financial or research institution is required.
  • Experience with carbon markets and market-based instruments in different regions of the world including, but not limited to, the UNFCCC flexible mechanisms is required.

Languages

  • Fluent reading, writing and speaking abilities in English is required.
  • Working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, Spanish) is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview
