Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
Better Work Egypt was launched in 2020 as part of a larger ILO project called “Strengthening Labour Relations and its Institutions in Egypt”. The project consists of three components: Freedom of association and collective bargaining rights are promoted and effectively implemented in laws and practices.
An enabling environment for sound labour relations is put in place.
A full-fledged Better Work programme is implemented.
Better Work aims to improve working conditions and the competitiveness of participating factories through its factory services delivered directly at the enterprise level. These factory services comprise assessment, advisory and training work on improved compliance with labour standards as well as practical assistance to help workers and employers in the workplace to engage and cooperate effectively, to self-diagnose and to fix problems themselves. Better Work also works with leading brands, retailers and manufacturers and harnesses their commercial influence in order to further encourage improvements at the enterprise level.
In parallel with direct enterprise interventions, the programme interacts at the national level with the tripartite constituents to improve the enabling environment for better compliance with labour standards and to build constituents' capacities to govern the labour market themselves more effectively.
Function of the Enterprise Adisor (OSH focal point)
To provide professional level factory services with a view to support sustainable improvements in compliance performance and enterprise development. This includes conducting independent enterprise assessments against labour standards, delivering training services to management and worker representatives, provision of tailored advisory services to strengthen internal systems and sound industrial relations, and reporting on factory performance according to BW guidelines and quality requirements. The incumbent is also expected to contribute to the broader work with constituents. His/ her particular thematic focus within the team will be on all aspects related to OSH at the enterprise, sectoral and national level.
Reporting Lines: Under the overall responsibility of the Decent Work Team /Country Director of Cairo, the incumbent will work under the direct supervision of the Better Work Egypt Programme and Operations Officer. The incumbent will receive technical guidance from the Better Work Global Programme and Operations Specialist in Geneva.
Description of Duties
Required qualifications
Education
First level university degree in human resource management, adult education, inter-national development, industrial engineering, law or other relevant fields.
Experience
Two years of professional experience in social dialogue/industrial relations, Occupational Safety and Health (OSH) capacity building in the private sector in developing countries, adult education, industrial engineering, corporate social responsibility (particularly in the field of labour standards compliance and remediation) or other relevant field. People with experience in OSH are strongly encouraged to apply.
Languages
Excellent command of English and good working knowledge of Arabic (both oral and written)
Competencies
• Strong analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills;
• Good knowledge of the Egyptian labour-related laws and regulations;
• Good group facilitation, interpersonal and conflict resolution skills and proven experience of delivering classroom training;
• Good understanding and knowledge of Occupational Safety and Health and how higher compliance with OSH standards can be promoted as part of the responsibilities of this post;
• Understanding of enterprise level human resource management, production and quality systems;
• Good understanding of corporate social responsibility and labour compliance issues in global supply chains;
• Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/ consultants;
• Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team;
• Good drafting skills and demonstrated ability to prepare reports;
• Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs;
• Ability to work with word processing and computer software packages required for work and other software packages for producing information materials;
• Clear commitment to mainstream gender into project activities
• Ability to deal with people with tact and diplomacy.
• Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative;
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviours and attitudes
