Background
The Central Asian states and Afghanistan face shared challenges and concerns regarding Explosive Hazards (EH). Their origin can be found in the past and/or ongoing conflicts; malpractice, abandonment, neglect as well as criminal and terrorist actions. However, the extent of these risks and the corresponding concerns may differ from state to state.
The OSCE participating states in Central Asia have different and in some cases limited capacities, experiences as well as resources (financial, physical, material and human) available to address EH issues. Their needs for the assistance are immediate. This fact calls for finding innovative approaches and synergies on developing integrated technical cooperation in Central Asia in the domain of the EH as proposed in the project.
The OSCE Programme Office in Dushanbe has been through its current mandate with the host country encouraged to engage in regional activities that may foster and develop closer intra-regional cooperation. This is in accordance with a number of recommendations from core OSCE bodies to encourage closer international cooperation and engagement. Based on the request from the host country to assist in dealing with its explosive hazards' problem throughout its territory, as well as letters of support provided by the states in the region, the OSCE Programme Office in Dushanbe developed and initiated the regional XB project "Integrated Cooperation on Explosive Hazards Programme" (ICExH).
The overall goal of the ICExH is to improve the Explosive Hazards (EH) situation in Central Asia including issues related to Explosive Ordnance Disposal (EOD), to include Physical Security and stockpile management and countering Improvised Explosive Devices (IED) and its proliferation, as well as EH Awareness and Reduction in interested OSCE participating States in Central Asia; with the underlying rationale being that shared challenges and concerns regarding Explosive Hazards call for finding innovative approaches and synergies in developing national capacities and exchanging experiences and best practices.
The key objective of the ICExH is to provide targeted capacity development and technical assistance in reducing and responding to EH. The ICExH is also designed to foster a dialogue through technical cooperation, with and among individual participating States in Central Asia (CA) with a potential of CA states to contribute to stabilization of Afghanistan by addressing primarily Explosive Hazards related issues, as well to exchange technical experience and best practices with Afghan experts.
Objective
The ICExH project plans to hire an English Language Instructor to teach the English language to the REHTC officers. The English Language Instructor will be contracted on the SSA contract modality from June 21, 2021 to September 17, 2021. The English Language Instructor will assess the level of the language proficiency of the REHTC officers and tailor the lessons to their level and needs. It is expected that there will be three lessons per week, provided face-to-face from 8 am to 12 pm on Tuesdays, Thursdays and Saturdays. The time for the lessons may be subject to changes and the English Language Instructor will work to accommodate those possible changes.
The overall purpose of the assignment is to provide language training to the current REHTC officers.

Remuneration Package
The consultant will be remunerated commensurate with consultant's experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
