UNICEF has been responding to the Venezuelan migration crisis since 2018, with the opening of a dedicated field office in Boa Vista, Roraima, working alongside the federal government, UN agencies and partners to support local authorities to address the needs of children and adolescents on the move. UNICEF has been providing quality education, child protection, health, nutrition and WASH services to Venezuelan migrants in Boa Vista and Pacaraima. As the needs for the response increased during 2019 with a second phase Welcome Operations, UNICEF expanded its humanitarian response to Manaus and Belem city in the second half of 2019 through its existing offices in the Amazon territory.

UNICEF's humanitarian response includes over 23 integrated child protection and education spaces for children and adolescents in Roraima and Amazonas, as well as health, nutrition and WASH services across the 13 official OA shelters and a number of informal shelters in Boa Vista. The technical coordination and management of the programmatic response in each sector is being managed by the Programme Sections in Brasilia, with dedicated staff in Brasilia, Boa Vista and in Manaus.

How can you make a difference?

You will coordinate UNICEF's overall emergency response for migrant children and adolescents in Brazil. The focus is on providing overall policy coordination and advocacy with authorities and partners as well as effective internal guidance and coordination support across UNICEF programme teams and field offices to ensure quality planning, implementation and monitoring of UNICEF's humanitarian response.

Join our team to be responsible for:

Coordinate UNICEF's high quality policy advocacy with Casa Civil and with key government and inter-agency partners and stakeholders in the context of Operacao Acolhida. Lead UNICEF inputs to the Refugee and Migrant Response Plan process, including planning, monitoring and reporting, supporting UNICEF quality inter-agency coordination tools, technical guidance and information exchange Coordinate the Emergency Technical Team, providing overall technical guidance, quality assurance and oversight to ensure UNICEF Brazil is providing a coherent, sufficient and adequate response across sectors and geographies Coordinate quality situation monitoring and reporting on the situation of children and adolescents on the move in Brazil, and of UNICEF's response Manage the humanitarian outcome, providing managerial oversight for the humanitarian outputs, including fund management, humanitarian performance monitoring and coordinating timely reporting of Humanitarian funds. Work closely with the Regional Office and ensure UNICEF Brazil participation and quality inputs to emergency institutional coordination mechanisms, identifying challenges and opportunities, and advancing regional policy and programme initiatives and strategies on children on the move in the context of the Venezuela crisis. Proactively seek funding opportunities and approach bilateral and multilateral actors in Brazil, and coordinate the development of proposals. Provide quality assurance and technical support for the development, management and monitoring of partnership agreements and relations

To qualify as an advocate for every child you will have:

Advanced university degree in education, social work, psychology, or other relevant social field. Minimum 8 years progressively responsible professional work experience at the national or international levels in programme/project development, planning, implementation, monitoring, evaluation and administration. Experience in emergency response management Background and familiarity with international human rights and humanitarian work, including knowledge of international humanitarian standards and coordination mechanisms as they apply to child rights. Fluency in English (verbal and written) and working knowledge of Portuguese and/or Spanish. Excellent communication and interpersonal skills, and proven success in facilitating inter-agency processes to achieve a common goal. Proven experience in coordinating and managing interdisciplinary teams and networks. Experience in policy dialogue and partner management to advance child rights, preferably in humanitarian contexts.
