Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Emergency and Stabilization (E&S) Programme Coordinator, the successful candidate will be responsible for the field coordination of humanitarian response and early recovery activities in the Eastern Area of Ukraine.

Core Functions / Responsibilities:

  1. Lead the field coordination of the implementation of humanitarian response and early recovery efforts, including Shelter/Non-Food Items (S/NFIs) Water, Sanitation and Hygiene (WASH), Cash Based Initiatives (CBI), , Livelihood restoration and socio-economic recovery, in the government-controlled and non-government-controlled areas of East of Ukraine (here thereafter: Area of Responsibility (AoR)).

  2. Coordinate International Organization for Migration (IOM) Ukraine’s humanitarian response and early recovery programming in the AoR with Humanitarian Country Team (HCT) partners, Non-Governmental Organisations (NGOs), State and local authorities, and other stakeholders.

  3. Coordinate operational, administrative and financial aspects related to the implementation of all relevant programming, including oversight of implementation in the AoR, including the administrative oversight of IOM Field Offices in the non-government-controlled areas and direct supervision of the respective Heads of Field Offices

  4. Spearhead the development of information gathering, reporting, monitoring, and evaluation frameworks for humanitarian response and early recovery programming in the AoR.

  5. Represent IOM at all relevant local cluster meetings, related fora, and other events (meetings, presentations, discussions, visits, negotiations etc.) related to humanitarian response and early recovery activities.

  6. Coordinate the gathering of data for and the development of internal/external, regular/ad hoc report related to humanitarian response and early recovery programs implemented in the AoR, ensuring quality of inputs according to IOM and donor requirements.

  7. Provide technical guidance and oversight of compliance to programme partners, technical advisers, programme staff, implementing partners and service providers, in order to ensure timely delivery and high quality of provided assistance.

  8. Contribute to developing and coordinate with relevant counterparts in the Country Office (CO) proper visibility, communications and outreach products to promote IOM’s efforts in the humanitarian response and early recovery sphere, ensure donor visibility and advocate core principles.

  9. In coordination with the E&S Programme Coordinator, provide leadership, guidance and training to programme staff in the AoR.

  10. Oversee and guide the work of surge personnel in the AoR as necessary.

  11. Undertake duty travels with the aim of project/programme assessment, liaison with counterparts, problem solving, and development of new initiatives, as required.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in emergency settings with strong knowledge of IOM/UN project life cycles;

• Strong combination of training and experience in the field of operations, and solid working experience in complex environments;

• Experience in liaising with government authorities and local communities, as well as national and international institutions;

• Broad field experience in the areas of Shelter and NFIs, WASH, and logistics;

• Experience of working in conflict situations and heading field offices or sub-offices is a distinct advantage.

Skills

• Familiarity with IOM/UN administrative and financial management.

• Familiarity with the region is an asset.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Ukrainian, Russian, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
