DRC has been operating in Somalia since 1998 using a protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.
Overall purpose of the role
Overall responsibility for the day-to-day management of DRC’s emergency programming portfolio within geographical area of responsibility .
Direct manager for relevant sector staff members
Sector responsibilities: multi-sectoral life-saving interventions during acute crisis within the areas of cash, protection, shelter and non-food items, water, sanitation and hygiene and food security, covering all stages of project cycle management from programme design to implementation and monitoring and evaluation. Including also emergency preparedness activities and transitioning to a longer-term interventions.
Danish Refugee Council, currently looking for a 3 highly qualified national Emergency and Recovery Team Leader to be based in the following locations Mogadishu, Baidoa and Galkayo
Responsibilities:
Programming and Operations:
Lead the organization and implementation of emergency activities, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles to deliver lifesaving first line emergency assistance to affected population Ensure the implementation of the first line integrated response including ensuring the warehousing of stocks and preposition. Ensure the implementation of the recovery activities in the respective area; linkages to safety net and transitioning to livelihood and recovery programming. Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary Lead all Emergency field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming Ensure that Emergency interventions are informed by and integrated with other core sectors of such as protection and CCCM; and provide technical support on Emergency to other DRC sectoral programmes Realize project work plans and ensure its timely submission and ensure the concordance of field activities with the work plans Prepare emergency progress reports for the area of responsibility on regular basis. Ensure and manage programme indicators for monitoring and evaluation of project achievements against targets and providing detailed reporting to management and country office. Ensure that DRC staff and partners are aware of good practices, particularly in terms of human rights and international humanitarian principles Provide strategic leadership for all protection related projects, providing support for the current activities while keeping an eye into new areas of development Work closely with the Base/Area Manager, Emergency and Recovery Manager to develop quality proposals, concept notes and budgets to meet emergency needs in the target areas. Manage the Emergency team and provide overall supervision of their work to ensure timely delivery of project activities (for example, monitoring against log-frames and means of verification) Ensure planning of transitioning of most vulnerable into a longer term or recovery programming including the social safety net.Staff Management
Manage Team, including through the recruitment, training, daily supervision and performance management of Emergency and Recovery Officers and Assistants in collaboration with the Emergency and Recovery Manager Provide training to the DRC teams and support the capacity development of staffSupport and Representation:
Coordinate and maintain constructive relationships with other local government institutions, local NGO partners, other international organizations, in coordination with the other team members Act as the focal point for state level clusters (Food Security and Shelter/NFI) Liaise with State level clusters for the common stock pipelines. Ensure internal coordination mechanism with other sectors such as CCCM and Protection for referral and program integration. Ensure DRC’s principles and approaches to emergencies are integrated into the response Ensure DRC is positioned as a leading emergency actor within the Area, including sharing emergency information to inform and guide the overall emergency response. Initiate procurement of emergency programme goods, services, and works, and ensure their delivery in compliance with DRC guidelines and SOPs. Plan and coordinate proactively logistics and movements of staff from and to different operational areas Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner

Minimum 2 years in similar position managing staff with proven experience of CVA programming, Shelter/NFI and or protection Minimum 4 years in humanitarian sector Excellent skills in MS Office (Word, Excel and PowerPoint) Experience in working with ODK, Kobo and data analysis.
Conditions
Contract: Until 31st December 2023 with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment for National Staff; Employment band Management G
