Overview:

IBTCI is seeking experienced and motivated evaluators to participate in a mid-term evaluation of the six-year System Strengthening Partnership (SSP) Program with the Jordan’s Ministry of Education (MOE), funded by UNESCO. This is a multi-donor partnership formed primarily to provide technical assistance to the MOE’s EMIS. The implementer of the TA and the EMIS is the Community Systems Foundation, using its OpenEMIS framework.

(Team members are expected to be familiar with the uses of EMIS, but not with the mechanics of setting up and maintaining an EMIS.)

The purpose of the mid-term evaluation is to inform the update the program’s workplan for the extension period by taking stock and assessing the achievements, implementation strategies, challenges and opportunities encountered so far.

The Education/EMIS Expert will support the Team Lead in the design and implementation of the mid-term evaluation, providing technical and context feedback for the methodology selected, support desk review and secondary data collection, conduct qualitative and quantitative data collection, support data analysis and interpretation, among other tasks.

The evaluation has a period of performance between July 3 and November 3, 2023 and is estimated to call for about 40 person-days of work for each team member. This position will be remote with a two to three weeks trip to Jordan, probably to take place in early August.

This position is contingent upon award and funding.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Conduct desk review, secondary data review and contribute to inception report and other reports.
  • Provide technical, cultural, and contextual feedback on the evaluation methodology designed by the Team lead.
  • Review, pilot, and finalize data collection tools.
  • Conduct in-depth interviews, key-informant interviews, focus group discussions, and/or any other data collection method required.
  • Support data analysis, evaluation report write-up, interpretation and analysis for all the deliverables of this evaluation.

Qualifications

Minimum Requirements:

  • At least 5 years of experience designing, conducting, leading program or project evaluations, including experience in applying qualitative and quantitative evaluation methods.
  • Experience in the field of education, with a focus on educational planning and policy, education statistics, monitoring, evaluation and reporting, Education Management Information Systems (EMIS) and/or institutional system strengthening, capacity development and change management.
  • Previous experience in conducting evaluations for at least two international organizations or companies for projects in the field of education and development. Finalists will be required to submit references for similar projects undertaken with at least two international organizations/companies.
  • Knowledge of Arabic.
  • Knowledge of the UN system and/or prior experience with assignments for the UN.

Education: An advanced degree in social sciences including education, international development, project management or evaluation, or a related discipline with a strong background in quantitative and qualitative evaluation methods.

Preferred Knowledge, Skills, and Abilities:

  • Experience working collaboratively with host country governments, international and multi-national funding agencies, private sector, and local stakeholders in the education sector.
  • Familiarity with UN System, or previous experience with assignments for the United Nations.
  • Expertise and demonstrated relevant experience in applying gender and culturally sensitive evaluation approaches.
  • Familiarity with the Jordanian educational system.
  • Familiarity with UNESCO’s mandate for education and SDG4 ("Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all").
  • Fluent in Arabic preferred.
  • Excellent oral and written English language communication skills.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does NOT have supervisory responsibilities.
