In UNICEF Eritrea the Basic Education, Child Protection and Participation (BECPP) programme works towards the following outcome: By 2021, Eritrean girls and boys in 4 disadvantaged Zobas have expanded access to and participate in quality basic education and child protection services. Overall, the programme component supports the Government in expanding access to quality basic education for all children, protecting children from violence, exploitation and abuse and in enabling children to participate meaningfully in interventions intended to benefit them as well as in decision making processes that affect their lives. The programme is aligned with the Convention on the Rights of the Child, the Convention on the Rights of Persons with Disabilities (CRPD), and the Sustainable Development Goals on social inclusion (Goal 1), inclusive and equitable quality education and promotion of lifelong learning opportunities (Goal 4), achievement of gender equality and empowerment of all women and girls (Goal 5), and elimination of child marriage and violence against women and children (Goal 16).

How can you make a difference?

Under the overall guidance and direction of the Chief, Education, Child protection and Participation Section, the post incumbent will be responsible for the Access to education component of the programme, providing leadership to the GPE programme as well as supporting the Chief in managing the other components of the regular programme. The incumbent will also contribute to the Quality Education

Key functions/accountabilities:

Support to programme development and planning Programme management, monitoring and delivery of results Technical and operational support to programme implementation Networking and partnership building Innovation, knowledge management and capacity building

Summary of major activities

Manage the GPE (Global Partnership for Education) supported project as per the stipulated workplan and in line with the agreed priorities, targets and monitoring and evaluation schemes. Coordinate and provide operational support throughout the project period and ensure proper implementation of activities as per schedule and performance standards. Provide technical advice to key government officials, NGO, UN system and other country office partners on policies, strategies, best practices and approaches on education. Manage the Access output of the Basic Education, Child Protection and Participation programme component of the Country Programme Take part during the strategic program discussions and prepare programs/projects proposal for the sector and the required documentations for program review and approval. Play a role in program management, monitoring and quality control of results along with government and other counterparts to assess progress and engage stakeholders to take required action/interventions to achieve results. Contribute to innovation, knowledge management and capacity building geared to establish sustainable education programs and projects.

To qualify as a champion for every child you will have:

An Advanced University Degree in education, economics, psychology, sociology or other social science field is required.

Minimum of 5 years of progressively responsible relevant work experience in programme planning, management, and/or research in education at national or international level, some of which preferably in a developing country is required. Experience working in the UN system agency or UN organization is an asset. Familiarity with emergency response is an asset. Fluency in English and the local language is required. Knowledge of another official UN language is an asset
