This is a special fixed-term appointment for a period of three (3) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. The position is assigned in the Education Sector Group, Office of Cluster Head (SDSC) within the Sustainable Development and Climate Change Department (SDCC) and will be strategically shared between the Human and Social Development Division, (SEHS) within the Southeast Asia Department (SERD), and SDCC.

SDCC provides leadership, innovation, and knowledge sharing for ADB’s sector and thematic work. The Education Sector Group is responsible for providing policy advice, operational support, and knowledge expertise in mainstreaming priorities in education sector in ADB operations.

SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. SEHS is responsible for policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the education and skills development, health, social protection, and other social development related sectors and themes.

Job Purpose

The Education Technology Specialist will support and advise mission leaders in administering and processing loans, technical assistance (TA) projects, and non-lending products and services that have a strong component on the design, use, and application of education technologies. The position will also focus on analyzing, formulating and providing strategic and practical advisory services to the government and concerned stakeholders in the identification and application of innovative education technologies most appropriate in K-12 education, technical and vocational education and training, and higher education. The position will undertake policy dialogue, integrate best practices and innovations in education technologies in programs and projects, undertake relevant sector and thematic studies, and participate in regional cooperation programs.

The incumbent will be strategically placed in the Education Sector Group, Office of Cluster Head within the Sustainable Development and Climate Change (SDCC) Department for an initial period of 3 years and will be shared between the Human and Social Development Division (SEHS) within the Southeast Asia Department (SERD) and SDCC. Director from SEHS and Chief of the Education Sector Group, SDSC-EDU will provide supervisory inputs to the incumbent’s annual workplan and performance review. The incumbent will supervise national and/or administrative staff.

Responsibilities

Participate in policy dialogue on education technologies with DMCs. Formulate and help implement frameworks, tools, and guidelines to systematically assist DMCs to integrate digital transformation design, planning and implementation in the education sector as well as enable education sector to catalyze digital transformation in other sectors. Recommend evidence-based, and tried and tested education technology solutions/platforms that are readily available in the market for considerations in project design and project implementation. Work closely with DMC clients in developing technical specifications required in procuring education technology solutions/products. Support DMC clients in designing/implementing education technologies/solutions jointly with education technology vendors for pilot and scale up implementation. Lead/support studies on measuring the effectiveness of education technology/solution intervention in DMCs with a view to provide effective rollout of education technology solutions/platform in DMCs. Lead in designing professional development programs for the education workforce on the application of appropriate education technology solutions in partnership with relevant partners. Share actively with education sector ADB colleagues on developing trends and good practices in education technologies. Liaise with lead technology companies in the fields of cloud computing, mixed reality/virtual reality, data analytics and data lake, mobile devices, telecommunication, etc. with a view of developing innovative products and solutions that can be easily and readily adapted to DMC clients context for rapid rollout. Provide clear direction and regular monitoring and feedback on performance to staff.

Qualifications

Relevant Experience & Requirements

Master’s degree in the field of education technology. Alternatively, university degree and at least 5 years specialized experience related to information communication technology, electronic and electrical engineering combined with additional relevant professional experience in education technologies OR university degree in education, business, or social science with hands on professional experience in implementing education technology solutions and applications can be considered. Minimum 5 years of professional experience in education technology development and implementation at national level or regional level in a large country. The expert should be familiar with some of these areas: (i) the latest developing trends in education technologies; (ii) inclusive digital education solutions/platform for students living in remote places; (iii) cloud computing particularly in platform as a service (PaaS) and software as a service (SaaS); and (iv) developing learning content using tools such as Elucidat, iSpring, Unity 3D, etc. Minimum 8 years’ experience in the education sector with a combination of relevant experiences in technical areas such as curriculum, assessment, teacher professional development and policy recommendations, or minimum 8 years’ experience in the technology sector looking at digital transformation opportunities for various sectors including but not limited to education. Experience working in or with lead education technology companies, or experience leading the implementation of a national education technology initiatives, or experience working in a digital education technology provider. Proactive solution seeker. Excellent written and verbal communication skills in English. Experience in Southeast Asia Department (SERD) countries will be an asset. The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
