The position is responsible for the implementation of multi-grant, multi-location Education Programme activities in Cabo Delgado Province (which include Rehabilitation, WASH, DRR as well as standard EiE activities). The EiE Manager will also contribute towards programme design and external coordination with sectoral clusters/ working groups, government ministries and departments, communities, donors and any other relevant stakeholder.

The post holder may be asked to also support Education activities in other offices as and when needed.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

QUALIFICATIONS AND EXPERIENCE

* Bachelor's degree, and preferably post-graduate university degree, in subject related to emergency response.

* At least 5 years demonstrated experience managing multi-donor emergency programmes and budgets.

* Previous experience directly managing Education in Emergencies programmes,

* Previous experience managing WASH and Rehabilitation programmes

* Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies

* Experience living in very basic conditions in insecure contexts

* Knowledge of Portuguese or Spanish

* Previous experience of managing a team with previous experience of project management

* Experience of and commitment to working through systems of community participation and

accountability, Demonstrated monitoring and evaluation skills

* Ability to work both in an advisory and a hands on implementation capacity

* Proven capacity to supervise, train and coach staff , Highly developed interpersonal and communication skills

* Experience of representation, including Cluster coordination, and ability to represent effectively in external forums with experience of preparing successful funding proposals for donors

* Ability to write clear and well-argued assessment and project reports

* Strong influencing skills and experience in advocacy

* Politically and culturally sensitive with qualities of patience, tact and diplomacy

* A high level of written and spoken English

* Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.

Desirable:

* Previous experience in DRR programming

* Experience in first phase emergency response

* Previous experience with Save the Children

* Experience or knowledge of working and living in relevant regions/contexts

* Specific experience of managing ECHO and other major donor projects
