1. Who is the Danish Refugee Council?

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. In 40 countries 9,000 employees and is supported by 7,500 volunteers protect, advocate, and build sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

The consultant will be hired through DRC but will be working with JIPS:

JIPS – the Joint IDP Profiling Service – is an inter-agency service, which was set up in 2009. Based in Geneva, JIPS is supervised by an Executive Committee (ExCom) comprised of the Danish Refugee Council (DRC), the Internal Displacement Monitoring Centre (NRC-IDMC), the Norwegian Refugee Council (NRC), the Office of the Special Rapporteur on the human rights of IDPs, the Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP).

Under our 2018-2020 strategy, our mission is “to advise, support and work with local and national governments, humanitarian and development actors to produce and use agreed-upon displacement data for decision-making and planning. We promote sharing of experience between local and global levels, and provide guidance on displacement data processes and their use for evidence-based policies and action.” We do this by providing technical support to collaborative profiling and advising on other displacement data processes, engaging communities, and strengthening local capacity to inform collective solutions to displacement.

The Service is globally recognized as a neutral broker and a hub for sound and tested tools, frameworks and processes that can effectively facilitate collaborative data and analysis processes and capacity building in internal displacement contexts, with a particular focus on protracted displacement, durable solutions and urban displacement. With this work, JIPS is working towards achieving its overall vision/goal where people and their communities are able to progress towards and reach durable solutions to displacement supported by collaborative efforts of governments, humanitarian and development actors that are based on high quality evidence. 2. Purpose of the consultancy

JIPS, through the Danish Refugee Council based in Sudan seeks proposals from a consultant to work along-side a JIPS focal persons to translate and edit workshop materials and from English into Arabic language and to translate Key Informant Interview and Focus Group Discussion transcrips from Arabic into English language. The consultant will be also supporting the JIPS team in the consolidation and the analysis of the results from the data collection.

3. Background

In 2017, the Government of Sudan (GoS) and the international community agreed on the need to collectively support Durable Solutions for IDPs, returnees, and their host communities to end the situation of protracted displacement. The collaboration on Durable Solutions between the Government of Sudan and international community resulted in two Durable Solution pilots in respectively El Fasher (North Darfur) and Um Dukhun (Central Darfur). The process adopted was sourced from the Durable Solutions Indicator Library and Analysis Guide (http://inform-durablesolutions-idp.org/) developed by a multi-stakeholder group under the leadership of the UN Special Rapporteur on the human rights of IDPs and was supported by JIPS.

Durable Solutions planning has continued in 2020 as part of the Peacebuilding Fund and the Central Emergency Relief Fund, where the Durable Solutions Working Group (DSWG) is coordinating the data component under the DS outcome to ensure that that data collection activities are streamlined and coordinated.

The CERF grant will contribute to support peacebuilding and to contribute towards a conducive environment for durable solutions for Sudanese IDPs and refugees and host communities, through life-saving quick impact humanitarian interventions. Within the grant UNHCR is coordinating the Durable Solutions component.

This involves developing locality action plans for durable solutions, including comprehensive data collection and analysis through an inclusive process. These durable solutions locality action plans will serve as the framework for durable solutions interventions by all partners.

Translation and editorial services are needed to translate and edit project reports and workshop material from English into Arabic language and results from data collection from Arabic into English language.

4. Objective and deliverables of the consultancy

The purpose of this consultancy is to translate or summarise:

Any changes in the time frame will be discussed with the consultant and the JIPS team and included in an amendment to the contract. The final deadline for this project is the 31st of December, but subject to change if needed.

5. Scope of work and Methodology

With dedicated focal persons in JIPS, the Consultant will be required to prepare a detailed work plan indicating how the objectives of the project will be achieved, and the support required from JIPS colleagues.

7. Eligibility, qualification, and experience required

  • Previous experience working on the translation of project reports in the

humanitarian or development field, experience in translating reports related to

durable solutions or internal displacement would be an asset.

  • Comfortable with analysis and statistics language and ability to explain and translate technical terms clearly and accurately

  • Focused on impact and delivery of high-quality results

  • Exceptional attention to detail

  • Comfortable with working in dynamic timelines and flexible schedules
