Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC is seeking a highly qualified and dynamic professional to serve as Economic Recovery Team Leader for DRC in Ukraine.

Under the supervision of the Economic Recovery Programme Manager manage DRC’s field activities related to the USAID Economic Resilience Activity in Ukraine (‘ERA’) and ensure that needed results are delivered. Build and manage relationships with project primary implementing partner, DAI Global LLC (‘DAI’), as well as steer DRC’s field level activities through its various operating environments, geographical and institutional.

Your main duties and responsibilities will be:

Programming & Operations

  • Together with other DAI project staff develop and implement project’s vision as to inclusion of vulnerable populations into ERA;
  • Together with the DRC Economic Recovery Programme Manager, develop and manage strategic direction of the project field operations in accordance with the project’s deliverables and targets;
  • Manage DRC’s field teams in Sloviansk, Sievierodonetsk and Mariupol working on this project (up to 12 people);
  • Provide leadership and team building for DRC’s field staff;
  • Develop in-depth understanding of local context, participating in activities under all the project components, that include business support, job creation, community mobilization, institutional capacity building for local governments and infrastructure rehabilitation;
  • Ensure all DRC field staff follow the job descriptions and are compliant with DRC’s key policies and procedures;
  • Support in development of progress, interim and final progress reports for the project;
  • Carry out monitoring and evaluation exercises.

Coordination and representation

  • Coordinate DRC team’s (also known as ERA technical team) project field operations;
  • Develop and maintain linkages with all key stakeholders and ensure their involvement;
  • Coordinate the functioning of the project monitoring system as a part of standard grant implementation process;
  • Collaborate with relevant internal and external technical experts on sector relevant issues;
  • Ensure integration with other DRC sectors;
  • Together with Economic Recovery Programme Manager represent DRC in communications with DAI and USAID (when specifically instructed).

Project development

  • Together with Economic Recovery Programme Manager and ERA project staff participate in the elaboration of project implementation tools;
  • Together with DRC field teams and ERA project staff co-implement project activities;
  • Develop and manage grant tracking instruments which allow timely and efficient implementation of the project;
  • On ongoing basis analyse technical team’s performance, workload and output quality and provide suggestions as to possible improvements to the Livelihoods Programme Manager, CoP, DCoP, Grant’s Director and other relevant ERA project staff;
  • Project implementation and reporting;
  • Monitor and evaluate projects;
  • Perform other duties as assigned.

Logistics/Finance

  • Manage DRC’s part of the project budget;
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Provide assistance in planning and coordinating logistics and movements of staff from and to different operational areas;
  • Provide assistance in procurements and ensure their execution.

About you

To be successful in this role we expect you to have minimum 5 years of overall working experience, at least 2 years of work experience within an international humanitarian/development organization

Moreover, we also expect the following:

  • Proven practical knowledge of the project cycle management;
  • Knowledge of economic recovery interventions in Ukrainian context, good understanding of possible durable solutions for conflict-affected population;
  • Experience in managing multi-functional teams or coordinating small groups of employees under specific tasks;
  • Proven experience in working with IDPs and conflict-affected population;
  • Proven experience in development and management of grant-making programs;
  • Proven experience in collaboration with government entities;
  • Proven experience in training/coaching;
  • Proven experience in research/analysis;
  • Proven ability in management and planning of project budgets;
  • Ability to monitor budget processes at the local level;
  • Good communication, presentation and reporting skills;
  • Full working proficiency in both oral and written English, Ukrainian and Russian (equally important);
  • Proficiency in Microsoft Office programs.

We offer

Contract length: until the March 2024, based on satisfactory probation period of 3 months, with possibility of further extension based on available funding.

Level: G-managerial

Duty station: Sloviansk (Donetsk region).

Start date: March 2022.
